About the Position: Serve as Contract Specialist for Kansas City District Contracting Division where you will be responsible for pre-award and post-award actions for procurement's across for Construction, Architect-Engineer, Service and Supply contracts of significant importance to the agency and its customers. You will coordinate multiple contracts at the same time from small dollar to high dollar value, ranging in complexity and uniqueness for firm fixed price and cost type procurements
Duties
Execute pre-award and post-award contracting functions to include acquisition planning, soliciting quotes or offers, negotiating terms, developing award documents, contract administration thru contract closeout.
Ensure appropriate market research is conducted; acquisition planning and documentation is thorough, accurate, and complete; and solicitations and contracts are drafted in accordance with all applicable laws, regulations, and policies.
Provide business advice and assistance to technical personnel involved in development of the requirement documents, review acquisition packages for adequacy and compliance with administrative, regulatory, and procedural requirements.
Evaluate proposals in accordance with source selection evaluation procedures (both formal and informal); determine contractor compliance with provisions/clauses.
Analyze contract price or cost proposals including review of government estimates, proposed cost elements, or comparison of prices to determine reasonableness.
Prepare well written and concise documentation (Determination and Findings, Justification and Approvals, Award Determination) to support the procurement decisions.
Responsible for contract management on assigned contracts during the post award phase of the procurement cycle assuring timely receipt of all contractual data specified.
Assists contract administration offices in the administration of post-award contracting thru contract closeout.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes performing contract acquisition and procurement activities to include evaluating proposals, negotiating price, terms, and conditions of contracts; AND conducting pre and post-award functions for contract administration.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
