The primary purpose of this position is to serves as senior multidisciplinary engineer/architect for Cape Canaveral SFS (CCSFS), Kennedy Space Center Complex (KSCC), and Eastern Range assets across the state of Florida.

Duties

Serves as SLD-45 technical expert for work involving the application of civil, electrical, mechanical and or other engineering disciplines, provides expertise to determine the business and technical needs of the SLD-45 and its customers in the acquisition, development, repair or sustainment of facilities, critical mission infrastructure and real property. Functions as the organization's technical lead in design and development engineering for critical facilities and real property. Serves as the Space Force representative and focal point for all integration issues with launch customers. Performs complex and comprehensive analyses for launch base support infrastructure program. Evaluates procedures and employs innovative techniques and methods to achieve goals. Provides consulting services, program coordination and contractor oversite. Coordinates requirements with other engineers and architects in a variety of disciplines including community planners, programmers as well as contracting officers, tenant organization representatives, contactors, Army Corps of Engineers, AF Civil Engineer Center, and AF Installation Mission Support Center.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions Series 0801. BASIC REQUIREMENT: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, Written Test, Specified Academic Courses, or Related Curriculum. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include developing, executing, and reviewing policies, processes, and procedures of a special or miscellaneous character that may span multiple engineering disciplines and requires application of knowledge of such fundamentals. Leads and participates in special projects, initiatives, and prepares oral/written reports. Presents briefings and develops technical reports to document progress and results. Prepares management reports and conducts technical presentations for planning, implementation, and corrective action. Applies general engineering theory and practices to create engineering solutions and identifies limits of the problems involved. Develops graphic presentations, construction documents, engineering studies, cost estimates, Gantt charts and strategies to communicate with stakeholders. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Ensures federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design, and construction of real property facilities. Interprets standards, codes and policies and routinely applies them to develop project requirements, create designs and/or review design submissions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of civil, mechanical, electrical engineering, and architectural concepts, principles, and practices; and familiarity with other technical related disciplines 2. Knowledge of a broad range of engineering, architecture, and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and nonappropriated funds. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; knowledge of program planning and budgeting cycles, financial control, budget systems and management. 4. Knowledge of aesthetic and functional design techniques; skill in preparing project documentation, to include preliminary drawings, sketches, construction drawings; and technique/skill in drafting sufficient to convey design concepts, ideas and formulate working drawings. 5. Ability to plan, conduct, record site/facilities surveys and inspection; to analyze, interpret, apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. 6. Ability to plan and organize work and coordinate with other engineering disciplines and architects, other technical professionals; and communicate effectively both orally and in writing with senior SLD-45 management, representatives from other wings, other government agencies, and launch customers; all while maintain cohesive working relationships with each. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
