Duties
Knowledge of software engineering concepts and principles: System Life Cycle (SLC) Management and Agile Software Development.
Serves as a specialist in gathering requirements, feasibility studies, and cost/benefit analyses.
Analyzes functional specifications and coordinates development and maintenance projects with Information and Technology (IT) specialists, project managers, and functional users.
Coordinates with IT staff and affected external parties to plan and set priorities for customer problem resolution that accomplishes the organizational goals.
Coordinates, negotiates revisions, and prepares comprehensive plans to address challenges, maintaining close collaboration with all stakeholders.
Support capabilities and interfaces of major automated information systems including advanced design, programming and testing processes sufficient to provide liaison assistance to functional staff of information systems.

Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions
In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Analyzing system changes or enhancements for automated information systems and conducting cost/benefit analysis for proposed changes; providing technical consultation on selection, implementation, maintenance and evaluation of projects; and coordinating project schedules, identifying project gaps, and presenting project plans and status updates.
