Duties

The United States Space Force (USSF) at Los Angeles Space Force Base is searching for a Budget Analyst for FMA (GS-0560-13). Description: This is a senior budget analyst position leading the financial execution of the Space Systems Command (SSC) HQ Staff Budget Office. Performs budgeting, execution, and administration work for the SSC IT PE (RDT&E), O&M, and AMS funds. This involves budget formulation/justification, execution planning and monitoring of all funding streams for reimbursable funds and direct annual and multi-year appropriations. Performs assigned budget execution tasks to meet the needs of organization(s). Plans, performs, and delivers detailed analyses of annual and/or multiyear budget estimates for assigned organizations/programs. Assembles and/or develops background data, information, and documentation to support budget requests. Conducts analyses, reviews and special studies of requirements and budget requests. Reviews and assesses the effects (long-term & short-term) of budget guidelines such as new or revised legislation, Programming Decision Memoranda (PDM), and Program Budget Decision (PBD) on assigned programs. Provides advice, assistance, and guidance on budgeting and related information. Advises on the time phasing of budget plans (i.e., forecast and use of funds). Uses FM systems and computer generated products to accomplish assignments. Performs quality checks of automated system database information and advises program manager of any significant problems. Uses available computer software programs to produce required budget reports, plans, schedules, etc.. Ideal Candidate: Ideal candidate should have experience in DoD acquisition financial management in Space. Candidate must have a Bachelor's degree (Master's desired, but not required). Candidate will be required to obtain DoDFM Level 2 and DAWIA Business-Financial Management Practitioner certifications. Top qualities and characteristics: Senior analyst capable of independent work with existing working knowledge of Space investment Planning, Programming, Budgeting, and Execution (PPB&E) processes. A critical element is the ability to integrate/analyze large amounts of information, perform deep, multi-layered analyses, and communicate effectively via written, oral, and visual mediums with senior (SES/GO level) leadership. Position requires collaboration abilities with Higher Headquarters and across various functions and critical thinking skills to identify areas of improvement and develop recommendations to further the organization's objectives.

Requirements

  • This position is eligible for telework 2-4 days a pay period.
  • PCS/Recruitment funding is available.
  • Must be able to obtain and maintain Secret security clearance.
  • Experience in Planning, Programming, Budgeting, Execution (PPBE), and/or space system program experience in acquisition/development/operations.
  • Experience performing technical and or programmatic analytic efforts.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • May be required travel away from the normal duty station on military or commercial aircraft.
  • May be required to work overtime on an unscheduled or emergency basis.
