The Chief of Quality Safety and Value has full delegated authority for the management and operation of the Alexandria VA Health Care System Quality Safety and Value Service, including Quality Management, Patient Safety, High Reliability, and Strategic Management. This position functions as an administrator, educator and consultant who demonstrates leadership and performance through policy-making and other activities as related to patient care and customer service.

Duties

Duties include, but are not limited to: Partnering with administrative and clinical leadership to develop and coordinate system-wide processes and activities. Developing tools and leading teams to assist with quality monitoring and improvement throughout the health care system. Annually review the system's current organizational structure and processes related to quality and provide an operational assessment and recommendations to executive leadership. Providing guidance to service chiefs, program officials and committee chairpersons in the development and implementation of quality improvement plans. Reviewing, investigating and analyzing incidents for risk and adverse event identification, loss prevention and claims management purposes. Establishing quality measurements for internal use and assure reporting of quality metrics to all required external entities, including federal, state, and private. Assisting in the establishment of operational performance measurements and the monitoring of trends in key performance indicators to evaluate effectiveness, reliability, efficiency, etc. using available information systems data. Overseeing the development of Service level QM plans to include identification of pertinent aspects of care and indicators used to monitor the care. Analyzing problems and presenting both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the health care delivery system. Identifying trends, accomplishments and/or deficiencies related to the program to devise solutions or propose alternate courses of action. Participating in hiring, training, evaluation and termination of assigned staff according to AVAHCS policies and procedures. Coordinating the acquisition of supplies, equipment, and services for the Service. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience requirements. To qualify you must possess one of the following: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Project management including the ability to define program, project, or process objectives; identify stakeholders; plan steps; and coordinate and allocate human, technological, fiscal resources to accomplish goals in a timely and resourceful manner. Strong communication skills both oral and written with experience in mentoring/teaching and presenting. Progressive experience in quality improvement in a hospital/health care system setting. Prior experience in accreditation and performance measure compliance preferred Strong organizational, managerial and people management skills required. Performance Improvement experience with lean/six sigma, high reliability organization, change management tools preferred. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the above Individual Occupational Requirement (IOR) AND Time-In-Grade, applicants must also meet the experience and/or directly related education relevant to this position. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping, and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
