This position is located within the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Office of Observations (OBS), Radar Operations Center (ROC), Office of the Director, with one vacancy located in Norman, OK. Duties

Support Services Specialist, you will perform the following duties: Serves as the Radar Operations Center (ROC) Facility Manager to the General Services Administration (GSA) and building property for all ROC facilities and space issues. Resolves and coordinates building issues such as maintenance, recycling, cleaning, building modifications, repairs, access, security and alarms, HVAC, and safety issues. Serves as ROC Property Contact and performs physical inventory of personal property assets using a barcode scanner or other approved manual/electronic method and reconciles results with information generated from the PPMs. Prepares procurement requests and required justifications and monitors the progress of such requests. Monitors and approves contract delivery/performance for payment to vendors, serves as Contracting Officer Representative (COR) as needed, and informs appropriate staff and Contracting Officer as needed. Serves as lead procurement agent for Director's office procurement requirements, as required. Coordinates and tracks lease, utilities, facility maintenance budget for all ROC expenditure categories. Monitors financial transactions to ensure obligations do not exceed funding targets. Assists managers and the Administrative Officer in the preparation of documentation for recruitment, promotions, reassignments, and assists staff through the local on-boarding process, security access, and training. Provides orientation and in-processing to new staff and out-processing of exiting employees assigned to the ROC. Develops and implements procedures for the management of staff, physical security, access, and personnel activities. Collects, verifies, and responds to inquiries for PRISM Automated Procurement System, personnel vacancies, lease requirements, and facility security assessments. Develops and/or revises ROC Operating Plans for support services. Maintains and coordinates Recruitment documentation through HRConnect. These duties are described at the full performance level of the GS-12; the GS-09 and GS-11 are developmental leading to such performance.

Qualifications

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-9: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience MUST include all of the following: Assisting with correspondence and personnel actions; Assisting with acquisition, facility, property, and records actions; and Assisting with administrative actions. OR SUBSTITUTION OF EDUCATION: 2 years or a master's or equivalent graduate degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. To qualify at the GS-11: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience MUST include all of the following: Contributing to correspondence and personnel management; Contributing to acquisition management, facility management, property management, and records management; and Contributing to performing administrative or management functions. OR SUBSTITUTION OF EDUCATION: 3 years of graduate level education or a Ph.D. or equivalent doctoral degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. To qualify at the GS-12: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following: Performing correspondence and personnel management; Performing acquisition management, facility management, property management, and records management; and Planning, coordinating, and performing administrative or management functions.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

Education completed in colleges or universities outside the United States may be used to meet the above requirements.
