About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
You may need to complete a 3 year probationary period, if applicable.
This position is with 7th Signal Command, 21st Signal Brigade, 114th Signal Battalion, located at Adams County, Pennsylvania.
Duties
Trace acquisition sources and methods, resolves problems associated with timely deliveries and lead times, and arranges for disposal of surplus and excess property.
Interpret directives from higher headquarters; develops and recommends implementing procedures; and formulates guidelines for dissemination to the organization.
Responsible for ensuring procedures for non-expendable property accountability management are followed from cradle to grave.
Establish local policies and procedures for property accountability on organization and installation property books.
Select appropriate item description pattern to ensure proper identification of nonstandard equipment not otherwise identified in the federal supply system.
Keep the supply logs of nonexpendable requisitions.
Develop and implements procedures for accomplishing reconciliation of Property Book and authorization documents.
Serve as the activity Equipment Manager and conducts spot check inventories to verify and validate hand-receipts and provide on-site assistance to hand receipt holders.
Coordinate with project managers, engineers, organization staff or sites for fielding or release of materiel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.
- This position is subject to 2-hour alert and operational recall and periodic work schedule changes to meet daily mission operational requirements.
- Employee is required to provide a reliable method of contact/communication (e.g., telephone/pager) and respond within 1 hour of notification receipt.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by managing inventories of equipment or supplies to ensure appropriate records
are maintained; monitoring requests for supplies and equipment within the organization; utilizing various automated systems to perform acquisition tasks; develop and implement guidelines and procedures for dissemination within the organization; and reviewing contracts regarding information technology equipment or services.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management or Inventory Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
