This position serves as Site Manager for the Sand Creek Massacre National Historic Site.

Duties

Determines strategic direction, goals, and objectives for the Sand Creek Massacre National Historic Site administered as part of the High Plains Group of Parks. Responsible for all aspects of management of the Sand Creek Massacre NHS, administered as part of the High Plains Group, including. planning and programming, public relations, administration, resource management, safety, interpretation, and visitor services. Fosters and maintains external relationships and partnerships, such as with Native American tribes, partner federal agencies, elected officials, stakeholders, and community partners. Builds coalitions internally and with other federal agencies, state and local governments, Native American tribes, and non-profit and private sector organizations to achieve common goals. Ensures compliance with all federal laws and National Park Service (NPS) policies, ensuring that the sites financial and other resources are used strategically and effectively to meet parkwide objectives. AREA INFORMATION Sand Creek Massacre National Historic Site commemorates the November 29, 1864, attack on a village of about 700 Southern Cheyenne and Arapaho people along Sand Creek in southeastern Colorado Territory, about 170 miles southeast of Denver. At dawn, approximately 675 soldiers of the 1st and 3rd Regiments, Colorado Volunteer (U.S.) Cavalry, killed more than 230 Cheyenne and Arapaho over the course of seven hours. For more than 150 years, the Sand Creek Massacre has maintained its significance as one of the most emotionally charged and controversial events in U.S. history. The canyons and plains area of Southeastern Colorado features open vistas, beautiful sunsets, and warm-to-hot summers, which are normally breezy and not too humid. Rainfall may be spotty, but brief summer downpours occasionally occur. Thunderstorms and more severe weather, while rare, can happen between spring and fall. Winter temperatures in southeastern Colorado can range from cool to cold. Readings of below zero, while infrequent, do occur. Winter storms, with blowing and drifting snow may occur between late October and mid-April. The nearest community is the Town of Eads with a population of approximately 650. Rental housing can be limited but is moderately priced. The City of Lamar is approximately 36 miles away with a population of about 7,656 and a few more amenities.

Qualifications

All qualifications must be met by the closing date of this announcement-05/15/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: management, assistant or program specialist work involving development and implementation of complex, controversial, and/or sensitive policy related to protection and conservation of park areas or similar operations; directs programs and work through direct and indirect supervision. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
