The incumbent serves as a Fish and Wildlife Administrator, Texas Coastal and Central Plains Ecological Services Field Office (ESFO), U.S. Fish and Wildlife Service (FWS). The office focuses on Federal project and infrastructure review; threatened and endangered species listing, recovery, consultation, and permits; Natural Resource Damage and Assessment; Partners for Fish and Wildlife; and Gulf Restoration and Coastal Programs.

Duties

The salary used in this announcement is based upon the Rest of the United States pay table. The Fish and Wildlife Administrator salary will be based upon duty station and locality pay once selected. Locality tables may be found at: 2024 Federal Pay Tables. As a Fish and Wildlife Administrator your duties will include but are not limited to the following: Provides leadership and direction to ensure appropriate coordination, strategic planning, budget and performance integration, and accomplishment reporting; and leads the development of policy to drive the periodic strategic planning efforts for these programs or projects. Leads the development, formulation, interpretation, and implementation of policies for the assigned program. As appropriate, directs the development of national, regional, or state level policy, planning, and guidance for the assigned program or project area, and as needed, coordination responsibilities with other Federal Agencies (i.e. United States Department of Agriculture, U.S. Army Corps of Engineers, Bureau of Reclamation, etc). Assists in the review of congressional, Departmental, bureau guidance, policy and planning proposals to assure consistency with existing Federal laws, policies, and standards and to assure integration of material with a focus on the mission and responsibilities of the bureau. Performs a full range of supervisory/managerial duties and responsibilities over the assigned staff and organizational elements. Supervises the subordinate staff work on programmatic issues. Evaluates subordinate staff and teams on issue management. Represents the bureau and senior management within the larger scientific community, including, but not limited to organizations such as the National Science Foundation, universities, state fish and game departments, research boards, professional scientific societies, and other scientific and conservation organizations.

Qualifications

Only experience and education obtained by 05/17/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. GS-480 Education Requirement: Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education; OR Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above. Minimum Qualification GS-14 One year of specialized experience comparable in scope and responsibility equivalent to grade GS-13 in the Federal service. Examples of experience may include: 1) Coordinating, supervising or leading a branch, field station, or team focused on the management/conservation of natural resources; 2) Identifying and solving challenging and complex issues related to natural resource management/conservation, visitor services, outreach, or other natural resource programs; 3) serving as a natural resource or conservation organization manager or coordinator representing a federal entity in negotiating with diverse individuals or groups; 4) exercising direct responsibility for developing or implementing policies, plans, standards or procedures to carry out fish and/or wildlife management/conservation; or 5) managing teams focused on the planning, directing, or executing of short and long term activities in fish and/or wildlife management/conservation that affect a diverse group of stakeholders/partners. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
