This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: As a Public Affairs Specialist, you will serve as a functional expert on strategic communication with responsibility on planning, developing and implementing the U.S. Army Acquisition Support Center's communications program, policies and activities.

Duties

Overseeing the daily operations and management of the agency's internet properties and serving as a consultant across the organization on web best practices. Expertly writing and editing a wide array of digital content using plain language principles, structured content, and the "bite, snack, meal" approach for digestible content, ensuring appropriateness for key audiences. Making digital media (e.g., website, social media, and outbound email) updates using a content management system or technical platform, as needed. Initiating efforts to enhance website content in conjunction and consultation with key stakeholders. Facilitating consensus-building throughout the agency related to digital projects and using diplomacy in communications with others. Providing photo, video and other A/V coverage in support of organizational internal and external engagements. Develop graphics and video to support online content. Research digital and public affairs best practices, develop digital and public affairs assessments and make recommendations in support of organizational communication plans.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Pracititioner Level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% or less of the time.
  • This position requires completion of Defense Information School training, or the employee must be able to complete training within one (1) year of appointment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized which includes: Developing plans, such as strategic, digital communications, and assessment to provide recommendations for implementation. AND Managing digital content, such as an organization's website(s), intranets and social media platform, projects related to content improvements, overseeing new content plans, and editing content from subject matter experts for plain language and web to provide interpretation of guidance for Army social media policy and practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02).
