About the Position: This Emergency Management Specialist position is located with MEDDAC, Operations and Training at Fort Carson, CO.

Duties

Serves as Evans Army Community Hospital (EACH) functional Emergency Manager responsible for educational development, training, execution and maintenance of the Emergency Operational Plan (EOP), Continuity of Operations Plan (COOP) and systems. Develops, coordinates, executes, and reviews plans for emergency management operations, including the EACH Emergency Operations Plan (EOP). Makes necessary coordination for military assistance to civil authorities in the area of emergency management. Plans and conducts emergency management training and education. Coordinates and assists in developing Force Protection and Anti-terrorism (AT/FP).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a Secret security clearance.
  • This position requires successful completion of a pre-employment physical examination.
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Must be able to obtain and maintain within 6 months of employment FEMA IS 200, 700, 2900, and the Army Basic Emergency Management Course (ABEMC) Computer Based Training Courses through FEMA web based training sites.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position is subject to annual seasonal influenza vaccinations.

Specialized Experience: One year of specialized experience which includes experience in emergency management planning, inter-agency coordination, and emergency management systems; developing policies or procedures in response to emergencies such as chemical, biological, radiological, nuclear, fire, natural disasters; analyzing emergency management incidents to determine appropriate responses, and planning readiness emergency management functions during emergency operations.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Education and TrainingInformation ManagementPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
