You will serve as a GENERAL ENGINEER in the NAVAL NUCLEAR PROPULSION PROGRAM of NAVSEA HQ FIELD SUPPORT. Salary by Duty Location: Pittsburgh, PA: BN-02: $61,999 - $97,514 BN-03: $89,910 - $138,992 Schenectady, NY: BN-02: $61,727 - $97,086 BN-03: $89,515 - $138,382

Duties

You will independently assess the prime contractors planning and execution of various projects supporting the mission of the Naval Nuclear Propulsion Program (NNPP). You will perform detailed analyses of contractor’s work methods and procedures, resources, planning and scheduling for future work, quality control systems, and other aspects to determine contractor’s ability to meet NNPP needs. You will conclude reviews by drafting formal written reports for prime contractor management with conclusions, recommendations, and requests for corrective action. You will conduct assessments and surveys on-site and in the field, as well as customer assistance visits, to provide technical guidance and assistance for management and application of process improvements. You will evaluate technical operations for conformance with requirements, specifications, and prescribed procedures. You will serve as the lead for oversight of work performed by at least one prime contractor department or activity including development, engineering, testing, procurement, and quality assurance related to equipment production and lifecycle support.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR BN-03 (GS-12/13 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the BN-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector as a professional engineer reviewing contractor or engineer work methods, reliability, manufacturing, material costs or schedule demands to develop solutions to issues impacting project completion. FOR BN-02 (GS-09/11 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the BN-01 pay band (or GS-07 equivalent) in the Federal service or equivalent experience in the private or public sector as a professional engineer reviewing contractor work methods and procedures to develop written reports or recommendations to issues impacting project completion. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Education may be substituted for specialized experience as follows:

FOR BN-02 ONLY:
  • A master's or equivalent graduate degree; OR
  • Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
