Assist in coordinating the complete budgetary program for the entire Medical Center. This position is located at the greater Los Angeles VAMC (GLA), Financial Management Service, Budget Section. GLA is one of the largest and most complex hospitals within the department of Veterans Affairs operating with an annual budget in excess of $1 billion.

Duties

Depending on GS Level appropriate for the applicant, the incumbent performs developmental assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The purpose of this position is to perform work that prepares the employee to apply budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's mandatory benefits accounts; use basic guidelines; and to become familiarized with the particular programs, systems, procedures, functions, and structure of the employing facility/organization. Conduct analyses to develop required data and/or information for reporting purposes; and draft brief factual administrative reports. Prepare documents needed to process budget estimates. Perform preliminary analyses of budget requests, and compile data for forecasting obligations. Receive, screen, and recommend approval of annual budget estimates. Identify trends in the receipt, obligation, or expenditure of funds to help ensure that objectives of the annual financial plan are being met on a timely basis; and funds are available and/or being properly and effectively used to support program objectives. Provide advice and/or guidance to program and/or line managers on budget estimates and the formulation of budget requests in support of the programs of the facility. Review facility budgetary and/or program requirements to assure their conformance with established agency policies and the intent of Congress. Provide advice to the assigned organization on modifying budget estimates in response to the annual mid-year and fall reviews. Review initial budget submission to ensure that planning guidelines are followed and the estimates for the fiscal programs are in targets. Develop proposed budgetary and procedural guidance (for budget estimates). Participate in the fund distribution process and/or controls, review assigned areas at the planning, apportionment, and allotment stages. Review obligations, outlays, and/or workload levels to highlight potential operating and financial problems. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/08/2024. Time-In-Grade Requirement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparing documents needed to process budget estimates, conduct analyses to develop required date and information for reporting purposes (must be in resume). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education, superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: compile, consolidate review, analyze, and edit daily, monthly, quarterly, and annual fiscal reports (must be in resume). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree Or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. GS-11 You must have one year of specialized experience at least one (1) year of specialized experience equivalent to at least a GS-9. Examples of specialized may include but are not limited to: review program data for Supervisory Budget Analyst to support them as advisor to the Assistant Financial Officer (AFO); compile, consolidate review, analyze, and edit daily, monthly, quarterly, and annual fiscal reports (must be in resume); OR, 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. You will be rated on the following Competencies for this position: Accounting OperationsBudget AdministrationControl of FundsFederal Funds Processing Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mainly sedentary, although at times may require some standing, bending, walking, carrying of light items such as paper. books, files, boxes.
