The primary purpose of this position is to serve as the base Information Assurance Specialist who is the wing commander's authority and focal point for Information Assurance. Manages the communication-computer security (COMPUSEC) program, Air Force Electronic Key Management System (AFEKMS), Emission Security, and Information Assurance Awareness Programs.

Duties

Serves as the Wing Information Assurance Manager. Manages the Network Security Program. Serves as the Communications Security (COMSEC) Manager for all cryptographic activities including managing the Cryptographic Access Program (CAP). Administers the Key Management Infrastructure (KMI) program.

• A bachelor's degree in Computer Science, Computer Information Systems; OR a bachelor's degree in a management related field and 5 years; relevant job experience in an IT-related field is highly desirable.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Series. This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: All academic degrees and coursework must be from accredited or pre-accredited institutions Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. Knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources and procedures and methods for protection of systems and applications. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. Knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs and other organizations. You will receive credit for all qualifying experience, including volunteer experience.
