Vacancies will be filled in the following specialty areas:
TSO Project Manager
The following are the duties of this position at the full working level.
Manages and coordinates a number of important projects that require significant changes to current processes, such as new and evolving tools and technology that support the delivery of services.
Recommendations have a direct and substantial effect on the organization and projects managed, e.g., restructuring goals, objectives, plans and schedules to meet changes in legislation, program authority, or funding.
Determining projects or program segments to be initiated, dropped, or curtailed; changes in organizational structure; introduction of labor savings devices, automation, methods improvement.
Develops and executes plans to meet goals and objectives related to significant projects and programs that are often visible to the public and are critical programs of the agency.
Develops and implements strategies, plans, or scenarios for new processes, systems, or products. Identifies impacts of
changes; and ensures appropriate training, communications, and documentation are developed and made available to customers.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: performing operational reviews, preparing program evaluations, and providing guidelines pertaining to the effectiveness of line program operations. Recommending changes in procedures and techniques to improve baseline measures and an organization's work methods. Advising management on issues related to an assigned program. Experience exercising independent judgment and discretion in making recommendations to management in the areas of performance management, budget preparation/execution, personnel processing systems, business systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, training initiatives, work-life programs, and other human resource/personnel initiatives.
OR
EDUCATION: You may substitute education for specialized experience as follows: One (1) year of graduate level education at an accredited college or university in a related field of study.
OR
Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two (2) years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two (2) years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.
SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Experience developing changes in methods and conducting studies of employee/organizational efficiency and productivity; planning, coordinating, and establishing operating methods and procedures for accomplishment of project mission; providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. Advising management on issues related to assigned program. Experience exercising independent judgment and discretion in making recommendations to management in the areas of performance management, budget preparation/execution, personnel processing systems, business systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, training initiatives, work-life programs, and other human resource/personnel initiatives.

EDUCATION: You may substitute education for specialized experience as follows: Master's or equivalent graduate degree in a related field of study. OR Two (2) full years of progressively higher level graduate education leading to a master's degree in a related field of study OR LL.B. or J.D., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.
SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity. Advising management on issues related to assigned program. Experience exercising independent judgment and discretion in making recommendations to management in the areas of performance management, budget preparation/execution, personnel processing systems, business systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, training initiatives, work-life programs, and other human resource/personnel initiatives.

EDUCATION: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR LL.M. if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; knowledge of project management techniques to plan, schedule, and conduct complex projects; knowledge of mission, organization, work processes, and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. In addition, knowledge of budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings and negotiate solutions. Advising management on issues related to assigned program. Experience exercising independent judgment and discretion in making recommendations to management in the areas of performance management, budget preparation/execution, personnel processing systems, business systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, training initiatives, work-life programs, and other human resource/personnel initiatives.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
