Position is located in Mesa Verde National Park, in the Administration/Budget Division. Responsible for performing functions/duties in direct support of the Administrative Officer and duties to support overall operations of the park. Duties

Major Duties are listed at the full performance level and include: Serves as primary contact and provides administrative management of the park's government furnished quarters and leased housing space. Serves as Property Manager and advisor for Mesa Verde National Park and Yucca House National Monument on procedures for procurement of goods and services. Assists Budget Analyst and AO with budget planning and execution. Serves as backup liaison between Regional or National level human resource offices and park hiring officials, supervisors, or other employees requiring HR assistance. Oversees payroll and travel administration for the park and various other administrative duties as assigned. Duties will be developmental in nature when filled below the full performance level. Physical Demands: Work is performed primarily indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present. The work requires onsite occasional visits to project areas where regular and recurring physical exertion is involved in long periods of standing, walking over uneven terrain, bending, and similar activities. Work Environment: Duties are generally performed in an office setting with adequately lighted, heated, and ventilated conditions. The work environment involves everyday risks or discomforts which require normal safety precautions typical of places such as offices, meetng and training rooms, and commercial vehicles. Area Information: Located in Southwest Colorado, Mesa Verde National Parkwas established in 1906 to preserve and interpret the archaeological heritage of the Ancestral Pueblo people. For over 700 years, the Ancestral Pueblo people built thriving communities on the mesas and in the cliffs of Mesa Verde. Today, the park protects the rich cultural heritage of 26 Pueblos and Tribes and offers visitors a spectacular window into the past while also highlighting contemporary connections. This World Heritage Site and International Dark Sky Park is home to over a thousand species, including several that live nowhere else on earth. Nearby Yucca House National Monument is managed under Mesa Verde. It is an undeveloped NPS unit and protects a large unexcavated valley pueblo. On average Mesa Verde hosts 500,000+ visitors per year. Area residents and visitors enjoy world-class outdoor recreational opportunities including skiing, mountain biking, hiking, rafting, camping, hunting, and fishing in the region. Nearby public lands include the San Juan National Forest, Canyon of the Ancients National Monument and other areas in the Tres Rios District of the Bureau of Land Management. The local towns of Cortez, Mancos, Dolores, and Durango provide a range of housing, dining, and shopping opportunities, and both Durango and Cortez have regional airports. Mesa Verde and the nearby communities are great places to work and live.

REQUIREMENTS CONTINUED: You may be required to travel overnight away from home on an occasional basis. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. QUALIFICATIONS - All qualifications must be met by the closing date of this announcement-05/07/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. You must possess at least one of the following minimum qualifications by close of the announcement to meet the required qualifications for the GS-07 and/or the GS-09 grade levels: GS-07: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the normal line of progression in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include activities such as: Entered and tracked personnel action requests in agency software databases; Assisted in researching issues to provide answers and guidance to employees regarding human resources, leave, and pay; Assisted and/or reviewed travel documents for accuracy and compliance with regulations; Prepared a variety of forms and reports; Assisted with coordination and management of a Unit housing program; Assisted with coordination and management of property inventories. Technical and clerical work is generally not creditable. You must include hours per week worked. OR At least one full year of graduate study. (One year of graduate education is 18 semester or 27 quarter hours). Such education must demonstrate the knowledge, skills and abilities necessary to do the work. You must provide transcripts that demonstrate graduate level coursework. OR An equivalent combination of education and experience as described above in 1A and/or 1B. For example, I have 6 months of specialized experience (50% of the experience requirement), and 9 semester hours or 14 quarter hours of graduate level college study in an accredited institution (50% of the qualifying education). You must provide transcripts that demonstrate graduate level coursework. OR Superior Academic Achievement (S.A.A.) as evidenced by one of the three following methods: (1)I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 (""B+"" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) I am a member in one of the national scholastic honor societies. Creditable education must be in a related field such as business administration, economics, accounting, governmental budgeting, or public administration. You must provide transcripts or documentation that you meet this eligibility. GS-09: At least one year of specialized experience at or equivalent to the next lower grade (GS-7) level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include activities such as: Advised management and staff on administrative policies and procedures; Coordinated Human Resources functions such as (facilitating consultations between management and Human Resources, aiding with on and offboarding of employees, initiating personnel actions using agency software); Served as a timekeeper or travel arranger for Unit personnel; Procured supplies and services with a government charge card or through contracting; Researched, reviewed and developed standard operating procedures; Coordinated and managed a Unit housing program; Coordinated and managed property inventories. Technical and clerical work is generally not creditable. You must include hours per week worked. OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. To qualify based on education, you must submit your transcripts with your application materials. OR An equivalent combination of education and experience as described in 2A and/or 2B. For example, six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly-related graduate level education in an accredited educational institution (50% of the qualifying education). (Please note: Only graduate education in excess of the first 18 semester hours may be used in this calculation.) You must submit transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
