This announcement is being used to develop an applicant pool of Recovery Emergency Management Specialists. This Open Continuous Announcement will accept of applications through July 31st, 2024. Duties

This position will serve as an Emergency Management Specialist in support of one of FEMA's recovery programs, such as Individual Assistance (IA) or Public Assistance (PA). The ideal candidate has experience supporting the delivery of disaster or crisis recovery efforts and collaborating with various stakeholders in the coordination and delivery of disaster recovery programs. All qualifications and eligibility requirements must be met by the closing date of the announcement. To qualify for this Emergency Management Specialist (Recovery) position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Providing technical guidance to State, Local, Tribal, and/or Territorial stakeholders on emergency management principles; Developing goals and coordinating activities across multiple stakeholders to meet project timelines; and Preparing reports and delivering briefings to leadership. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR Combination of education and experience. To qualify for this Emergency Management Specialist (Recovery) position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Collaborating with State, Local, Tribal, and/or Territorial stakeholders to resolve disaster recovery challenges; Interpreting laws, policies, and regulations to make programmatic determinations on complex or unprecedented emergency management initiatives; and Developing and implementing strategies to improve the execution of disaster efforts for an organization. Education
