The incumbent serves as a member of the top management team of the Central Alabama Veterans Health Care System (CAVHCS). The system includes two general medical and surgical facilities, referred to as the East Campus (Tuskegee VAMC) and West Campus (Montgomery VAMC), and several Community Based Outpatient Clinics (CBOCs) located in Dothan Alabama, Fort Rucker Alabama and Monroeville Alabama and Columbus Georgia.
Duties
The incumbent works with the assigned Service Chiefs/Service Line Managers in the formulation of budgets for their respective services; works with Fiscal Service in gathering data from past expenditures, changing priorities in operation of programs, advising management of shortages or ensuring the use of cost-conscious ideas. Incumbent is responsible for the performance of the subordinate staff, and takes actions to reward, promote or recognize staff as warranted by the evaluation of performance. Incumbent promotes labor-management relations by keeping close contact with the Human Resources Officer and actively works with service chiefs in meeting affirmative action goals and enforcing the Equal Employment Opportunity (EEO) Plan. Incumbent is responsible for advising, counseling or instructing subordinate employees in complex administrative matters. He/she resolves complaints, effects disciplinary actions, and approves leave for chiefs of assigned services.
Duties include, but may not be limited to the following:
Sharing with the Executive Leadership Team a level of responsibility for the direction and management of the Medical Center and is directly responsible for all facilities operations.
A direct line authority and leadership responsibility for all administrative operation support services.
May serve as the Acting Medical Center Director in the absence of the Director.
Taking an active leadership role in coordinating and developing customer and stakeholder support and resourcing to meet Medical Center objectives.
Determining operational services and programs goals and objectives, develop short-and long-range plans for achieving them in conjunction with the overall plans of the Veterans Integrated Service Network (VISN) and consistent with the strategic planning process.
Directing a comprehensive evaluation of operational services goals and objectives and makes necessary adjustments to improve delivery of patient care services.
Establishing local policy in such areas impacting facility operations as program emphasis and operating guidelines.
Administering and ensuring compliance with a system designed for the development and communication of program policies and procedures in accordance with new or existing rules and regulations.
Administering a management reporting system which provides appropriate data for decision making for facility operations, impacting organizational improvements.
Performs other related duties as assigned.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement: The 0670 series require specific education or experience to be met in order to be appointed into a position of this series. You must meet the pre-determined Education or Experience Individual Occupational Requirement below as set by Office of Personnel Management (OPM).
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems.
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
Applicants must also possess:
Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and
Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.
3. Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements.
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Preferred Experience: The incumbent is a full member of the senior management team and as such, works on a day-today basis in partnership with the Director, Deputy Director, Chief of Staff, and Associate Director for Patient Care Services. In this capacity, the incumbent participates fully in policy-making and management decisions affecting the organization. Incumbent is responsible for ensuring that the overall integrated system meet all the requirements for regulatory and accreditation entities and be in consonance with the affiliated institutions that work closely with or are significantly affected by the operation of the Health Care System.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provide executive leadership with insight in establish organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development; work on the development of a balanced financial plan designed to meet realistic needs of the facility and the network; establish and maintain public relations with a variety of institutions and groups; apply performance standards to measure program performance and health care activities are meeting established goals and objectives; and plan and execute major projects concerned with the analysis and evaluation of programs and operational effectiveness.
