Duties
The primary purpose of this position is: To serve as a squadron Test Resource Manager performing the full spectrum of planning, organizing, and managing resources for AMC-directed Operational Test and Evaluation (OT&E) Projects. Also performs as the Resource Advisor for the Test & Evaluation Squadron to include five geographically separated units. The position provides advice, guidance, and continuity to the AMC Test and Evaluation Squadron (AMCTES) Commander and Director of Operations, program managers, HQ AMC, and otherpersonnel with regard to managing test resources.
As the Test Resource Manager and a member of the Test Team, leads others in the planning of Operational Test and Evaluation (OT&E) activities by determining the necessary resources to conduct AMC-directed OT&E projects.
Performs duties as the AMCTES Resource Advisor.
Develops Test Resource Plans for operational test and evaluation activities.
Prepares and delivers oral presentations, training sessions, consultations, and participates in strategy sessions with other organizations to secure cooperation and convey information relative to proposed test and evaluation issues.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of the major issues, program goals, objectives and processes of Operational Test and Evaluation Tests in order to define test objectives and determine required resources. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning OT&E tests to coordinate, schedule or acquire required resources from multiple sources; for example: aircraft through the Joint Airborne/Air Transportability Training (JA/ATI) and Special Assignment Airlift Mission (SAAM) processes, test personnel, test range scheduling, instrumentation, test equipment, modeling and simulation, data reduction support, and open air test ranges throughout the Conus and overseas. Knowledge of commonly used DOD budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget and resource plans in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations; Ability to gather, track, and explain budget and financial information, particularly in developing and justifying project financial requirements and trends.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Operational Test and Evaluation (OT&E) operations and requirements to define test program objectives and determine required resources.
Knowledge of commonly used DOD budgetary methods, practices, procedure, regulations, policies, and processes to formulate, justify, and execute assigned budget and resource plans in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations; Ability to gather, track and explain budget and financial information, particularly in developing and justifying project financial requirements and trends.
Skill in designing and conducting comprehensive studies and technical analyses and preparing recommendations to resolve substantive problems of operations in a major command program, military operations, and contingencies; knowledge of practical and theoretical application of analytical methods, including both cost/benefit analyses and economic analyses that may be used to evaluate program proposals.
Skill in oral and written communication to prepare and present reports and presentations. This includes the use of computers and communication software applications for writing and data presentation and the use of electronic transmission and presentation media (e.g., MS Word, Excel, PowerPoint, Outlook, Internet Explorer, etc.). Ability to communicate effectively, both orally and in writing and maintain good working relationships.
Ability to work as a team member, and to focus team efforts on an identified goal.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
