Duties

Serves as the Chief for the DLA Freedom of Information Act (FOIA) and Privacy Act (PA) branch, within the Information Governance and Compliance Division (J67C) within the Strategic Data Services Directorate (J67). Functions as a Supervisor and an Action Officer for FOIA and Privacy Act matters for the DLA. Serves as a senior advisor to the Information Governance and Compliance Division Chief and other senior management providing FOIA/PA support services to DLA for all areas of FOIA/PA program management. Collaborates with the Information Governance and Compliance Division Chief and works with subordinate FOIA/PA staff concerning all matters relating to the management and oversight responsibilities for the DLA FOIA/PA Programs. Leads the planning, development, and execution of policies, positions, standards, and procedural guidance on the overall conduct of the FOIA and Privacy programs. Establishes and maintains effective working relationships with a broad requester base to include members of Congress, members of the news media, special groups, state, local, and foreign governments, and the public in general.

Qualifications

To qualify for a Supervisory Government Information Specialist, your qualifications must include: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Independently plans, develops, and executes all matters related to the management and oversight for the agency's FOIA/PA programs. Serves as a technical expert and senior action officer on all matters relating to the management and oversight responsibilities for the agency's FOIA and PA programs. Reviews and evaluates extraordinary cases referred by activities that raise unusual issues, are matters of disagreement among the impacted offices, other Major Subordinate Commands, or requires special attention or guidance in view of possible unfavorable publicity to DoD. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
