About the Position: The incumbent will serve as Equal Employment Opportunity program manager and principal advisor to the District Commander and District Engineer on the Equal Employment Opportunity Program; and is located in the Equal Employment Opportunity Office, Huntington, West Virginia. GS-11 Specialize Experience: One year of specialized experience which includes: Advising management of deficiencies and recommends corrective plan of action to eliminate barriers to diversity; explaining complaint procedures to managers and employees on Equal Employment Opportunity (EEO) complaint process; assessing complaints and determines appropriate processing procedures; providing advisory services to managers on policies, procedures, laws and regulations related to federal equal employment opportunity (EEO) program requirements; employing methods and techniques to include fact-finding, analysis, problem identification, reporting findings, and making conclusions and recommend corrective or other appropriate actions to solve difficult problems; presenting training designed to prevent discrimination and reduce complaints; conducting program evaluation to determine EEO effectiveness in an organization specifically related to special emphasis programs, to include Reasonable Accommodations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Equal Employment Opportunity, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes: Providing advisory services to commanders, staff officials, supervisors, and employees on policies, procedures, laws and regulations related to federal equal employment opportunity (EEO) program requirements; employing methods and techniques to include fact-finding, analysis, problem identification, reporting findings, and making conclusions and recommend corrective or other appropriate actions to solve difficult problems; analysis and resolution of problems to eliminate barrier and presenting training designed to prevent discrimination and reduce complaints; conducting program evaluation to determine EEO effectiveness in an organization specifically related to special emphasis programs, to include Reasonable Accommodations; preparing and reviewing EEO reports to ensure they are accurate, comprehensive, and well documented prior to submission to the EEO Officer. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
