About the Position: This position is with the Honolulu, HI Military Entrance Processing Station.
This position is a TERM Not to Exceed 13 months. It is time-limited and may be extended up to a maximum of eight years.
Duties
Use a web-based system to administer automated tests
Perform manual searches of high school Armed Services Vocational Aptitude Battery (ASVAB) or similar aptitude test scores.
Coordinate with appropriate offices to maintain/retrieve applicant records.
Perform quality control of examination procedures/materials to ensure proper guidelines are followed.
Follow strict mailing/shipping procedures to ensure accountability of controlled test materials.
Ensure test conditions in a test room are conducive to the best possible test performance for the applicants.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Also unique to the Honolulu Military Entrance Processing Station are deployments to Guam and the Republic of the Marshall Islands to administer ASVAB tests and to participate as a member of the Military Entrance Processing Station processing team.
- Must be in possession of or have ability to obtain a drivers license.
- Will be required to conduct test sessions at remote sites, to include administration of high school tests at inner city, rural, and/or at risk schools with large populations (greater than 100 students).
- Occasional evening and weekend work is required (if the MEPS conducts night testing, this work will entail night shift work when the Test Clerk is the only employee in the building.)
- Evenings (if applicable): 1130-2000, Saturdays: 0530-1430, Sundays (if applicable): 1400-2000, Morning Opening Shift: 0530–1430
- Position requires local travel and Temporary duty (TDY) travel up to 90% (require hotel stay for multiple nights to meet mission requirements).
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-04 grade level in the Federal service which includes: Assisting in conducting/proctoring examinations for applicants at a testing site; Briefing applicants on examination procedures/directions to ensure understanding; Conducting scoring of examinations and compiling test results and information into a centralized reporting system; Safeguarding testing materials to ensure no loss of compromise of testing materials.

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
TERM Appointment with option for conversion (must be established prior to announcement opening): To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
