Duties
Provides authoritative interpretations of regulations, directives, instructions and other policy from the Office of the Secretary of Defense and Defense Contract Management Agency Headquarters (Head of Contracting Activity).
Develops and/or approves team level implementing direction and guidance pertaining to all aspects of the contracting process.
Establishes, directs, and monitors team programs to ensure efficient, effective Contract administration support to program offices and buying commands.
Participates in operational planning with top management and key operating officials in order to advise on the contracting implications of proposed management decisions and to recommend alternatives based on contracting considerations.
Is the first-line supervisor for the immediate staff of the Division Contract Directorate and provides administrative and technical program direction to staff Contract Specialists and Administrative Contracting Officers within the Division.
Requirements
- Must be a U.S. citizen
- Security Requirements: Special Sensitive requiring incumbent to obtain a Top Secret, Sensitive Compartmented Information (SCI) security access.
- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
Qualifications
To qualify for a Supervisory Contract Administrator, NH-1102-04, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. B. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
B.) A current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
Creditable Specialized Experience includes:
Developing and implementing contract administration/pricing policies and procedures within an agency.
Utilizing acquisition statues and regulations to create, enhance or revise written policy.
Managing a team of contracting personnel and evaluating the effectiveness of their contract administration/pricing operations.
Present briefings to senior level leadership on contract administration/pricing issues.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
