Duties

Serve as staff specialist on the Agency Property, Plant, and Equipment (PP and E) accountability program. Support efforts to improve the Agency's stewardship and its readiness for financial audit, and DoD initiatives such as the Financial Improvement and Audit Readiness (FIAR) Plan. Plans, organizes, and directs studies to develop long-range (i.e., 5-10 years) studies and forecasts. Represents the Agency on various DoD initiatives which develop internal controls, standards, and related criteria for performance relating to property accountability. Conducts site visits to ensure field personnel are complying with published policy and other guidance. Determines the applicability to regulatory requirements and assist in initiating actions to ensure property accountability automated system is performing adequately. Utilizes an advanced comprehension of the organizational property management function and business area. (i.e. Acquisition, Transfer, Disposal, and GE assets Inventory Management. Serves as the liaison for internal/external auditors to provide responses to General Equipment Construction in Progress (CIPs) inquiries.

Qualifications

To qualify for a Supply Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Serving as technical authority on Property, Plant, and Equipment (PP&E) management. Planning for significantly new or far-reaching property accountability program requirements. Requires knowledge of database management systems and the ability to use them to monitor activities, track trends, produce reports, etc. Ability to analyze, envision alternatives, to develop, and evaluate solutions to complex problems.Must be able to assimilate new information, relate it to ongoing actions, and incorporate it into the management decision-making process. Ability to review, analyzes, and certifies personal property asset transaction documentation; and evaluates and develops solutions to complex personal property problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
