This National Guard position is for a FACILITY PLANS AND PROGRAMS MANAGEMENT SPECIALIST, Position Description Number NGD1128000 and is part of JFHQ - CFMO. This is a permanent Title 32, Dual-Status position. AREA(S) OF CONSIDERATION: - Members of the South Dakota Army National Guard.

Duties

As a FACILITY PLANS AND PROGRAM MANAGEMENT SPECIALIST, GS-1601-12, you will: This position is located in ARNG Construction and Facilities Management Office, Planning and Programming Branch. The primary purpose of this position is to manage the planning, programming, and real property responsibilities for ARNG facilities engineering and management programs. Responsible for the technical and administrative development, coordination, and execution of Military Construction Army National Guard (ARNG MILCON, MCNG), Real Property Operations and Maintenance (RPOM), State Capitol Programs (SCFR) and all ARNG facilities. Responsible for the statewide Installation Status Report (ISR). The incumbent provides supervision, subordinate guidance and team leadership to NDS (Non-Dual Status), DS (Dual Status), and/or state employees. Incumbent performs long-term planning and organizational development necessary to accomplish facilities engineering and management program functions in support of programs essential to state ARNG daily operations, training, and readiness missions. Fosters and environment conducive to teaming among service providers and customers to meet state ARNG requirements.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: CW2 on up to MAJ is eligible to apply. Military grade inversion within the full-time work force is not permitted. The military grade of the full-time supervisor must equal or exceed the military grade of personnel supervised. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year specialized experience to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. Knowledge of architectural design and building construction methods. Skilled in determining, allocating, and budgeting of resources. Skill to oversee the development of long and short term plans involving complicating factors. Skill to administer, plan, coordinate and direct the activities of subordinate personnel. Skill to understand complex issues and provide the necessary guidance to resolve issues at the appropriate levels.
