The primary purpose of this position, Pipefitter (Utility Systems Operator) WG-4204-10, is to install, modify, troubleshoot, maintain, and repair industrial and domestic water and piping systems. Duty Title: Water/Gas Distribution Systems Journeyman

Duties

Install, modify, maintain, and repair new and existing low and high-pressure (55 psi to 160 psi) piping systems and associated equipment. Plan and lay out installation, repair, and/or modification of low- and high-pressure piping systems and equipment applying and interpreting information in blueprints, charts, and sketches. Troubleshoot/inspect low and high-pressure piping systems and equipment and determine need for modification and/or repair to insure proper and safe operation. Operate water collection, treatment, transmission, storage, and supply systems. Operate equipment and adjust and regulate altitude valves and distribution pumps to maintain adequate water levels in reservoirs and storage tanks.

  • The work requires the employee to drive a motor vehicle and operate general and special purpose vehicles. An active state driver's license recognized by State of California as valid is required for the position.

  • Annual occupational physical examination at the base civilian dispensary is required.
  • May be required to obtain and maintain a California certification in backflow prevention and cross-connection.
  • May be required to be certified for working with and/or removing hazardous materials. Materials must be picked up and turned in daily unless trade kits are authorized.
  • Trains and/or guides other personnel in performance of pipefitting, plumbing, and water treatment operator duties.
  • Must obtain and maintain a current cardiopulmonary resuscitation (CPR) certification.
  • May be required to participate in mobility exercises.
  • Flightline driving/testing is required.
  • Must obtain or possess a lock out/tag out and non-entry confined space training and be capable of wearing safety equipment of trade.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4200 Plumbing And Pipefitting Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability to do the Work of the Position Without More Than Normal Supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Equipment Assembly, Installation, Repair, etc. Technical Practices (theoretical, precise, artistic) Ability to Interpret Instructions, Specifications, etc. (includes blueprint reading) Measurement and Layout Ability To Use and Maintain Tools and Equipment Trouble shooting PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Makes repairs and installations from ladders, scaffolding, platforms, and other hard-to-reach places. Must stand, stoop, bend, kneel, climb, stretch, and work in tiring and uncomfortable positions. Frequently lifts parts, equipment, and chemicals that weigh up to 50 pounds. Occasionally lifts items that weigh over 50 pounds with assistance from other workers. Climbs elevated water storage tanks over 140 feet high to inspect or repair structural or corrosion damage. WORK ENVIRONMENT: The work is done inside and outside, and is usually dirty, dusty, and greasy. Sometimes required to make installations and repairs in areas where bad smelling fumes are present. There is frequent exposure to the possibility of uncomfortable heat conditions with ambient temperatures from below freezing to 115 °F. There is frequent exposure to the possibility of strains, cuts, scrapes, bruises, burns, and infections. There is occasional exposure to the possibility of broken bones. Uses and maintains prescribed safety/protective clothing and equipment such as the following: hard hat, safety glasses, shoes, belts, face shields, respirators, gas masks, ear protection devices, gloves, coveralls, and foul weather gear. Must be clean shaven to ensure a proper seal between face and respirator and air pack for maximum personal safety. Must be able to obtain a California State Water Treatment Plant Operator T-1 and Water Distribution Operator D-1 certifications within one year of employment; and D-2 within one year after obtaining T-1 and D-1; and D-3 within one year after obtaining D-2 (three years to obtain T-1 and D-3 total), and maintain certifications valid for the duration of employment. Required to stay in compliance with the Federal Water Pollution Control act, 33 U.S.C., Sections 1251-1387, specifically 1323 and the Safe Drinking Water Act, 42 U.W.C., Section 300F, (certification requirements), DOD, Defense Environmental Quality Program Policy Memorandum No. 80-4 and Air Force Instructions 32-1067, Water Systems, California State law, California Administrative Code (CAC), Title 22 CA Code of Regulations - Operator Certification Rules, Chap 13, Section 63770. Personnel not maintaining certifications are subject to reassignment and may be subject to removal from Federal Employment.
