This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for (DHA Certain Personnel Workforce for DoD) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located in the U.S. Army Corps of Engineers, Omaha District, Oahe Project, Pierre, SD. The Oahe Project is a multi-purpose project providing flood control, recreation, hydropower, water supply, irrigation and wildlife and fisheries benefits to the nation.
Duties
Inspects, tests, adjusts and performs preventive maintenance on these mechanical equipment and systems.
Performs scheduled and emergency repairs and overhauls on such items of mechanical equipment as pumps, compressors, fans, gear boxes, valves, hydraulic cylinders, heat exchangers and hoisting equipment.
Performs major modifications to existing equipment and installation of new equipment.
Drains, purifies, treats and replaces lubricating and hydraulic oils using centrifuge and filtering equipment.
Operates common mechanic shop tools such as drill presses, metal saws, grinders and special hand and power tools.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a mandatory drug Testing Designated Position (TDP), in accordance with ER 690-1-1218, USACE Civilian Drug Free Workplace Program, dated 30 June 2021. Participation in the Mandatory Drug Testing Program is required.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) POWER PLANT MECHANIC TRAINEE II/III ~ without more than normal supervision. - Failure to meet this Screen out Element will result in an ineligible rating.
Power Plant Mechanic Trainee II: I have the ability to perform common maintenance. I can maintain and repair mechanical equipment. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. I am familiar with the operation of equipment including turbines, generators, compressors, motors, hoists, hydraulic cylinders and their auxiliary components.
Power Plant Mechanic Trainee III: I have the ability to perform most maintenance and repair tasks. I can troubleshoot equipment using manufacturer literature. I can fabricate, maintain, repair, and dismantle heavy industrial type mechanical equipment. I have operated equipment including turbines, generators, compressors, motors, hoists, hydraulic cylinders and their auxiliary components. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. I have experience with LOTO processes and industrial safety programs.
PHYSICAL EFFORT Work requires being on your feet most of the time with considerable bending and stooping depending on equipment being worked on. Requires heavy lifting up to 50 pounds, and operating heavy and awkward hand tools. Many tasks require significant brute force.
WORKING CONDITIONS Work is performed primarily inside the power plant, outlet works, intake structures and spillway structure where constant noise and vibration of generating equipment is present. Hazards include moving machinery, working on preheated metals, danger of injury from burns, cuts, dust, welding fumes, and flying particles of metal when performing chipping, grinding and welding. There may be occasional exposure to electrical shock hazards. Works often in cramped quarters for extended periods of time. Subject to falls from scaffolds and ladders, hazards of parting cables or slings and overhead traveling cranes and exposure to working in cold damp areas. Occasionally exposed to hot and cold temperatures and wind chill when working outdoors in switchyards and these structures. Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions and its use is mandatory.
