About the Position: This position is with HQDA US Army Inspector General Agency Whistleblower Division located in Arlington, VA.

Duties

Draw conclusions based on requirements of law, rule, and/or regulations such as: Freedom of Information Act or Privacy Act; and recommend corrective action. Conduct investigations into whistleblower allegations. Prepare reports and/or investigative plans ensuring they are supported by facts. Conduct peer reviews and make recommended changes to whistleblower products and standards. Identify fraud or criminal issues and recommends referral of those cases to the appropriate office or agencies for investigation. Brief military commanders, organization directors, or designees while onsite. Maintain complete accountability of the cases in an automated system, such as the Inspector General Action Request System. Ensure investigations, inquiries or substantive dismissals are thoroughly completed in accordance with regulation. Evaluate the evidence which has been obtained for credibility, relevancy, materiality, and sufficiency.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able and willing to travel for several weeks at a time annually, temporary travel duty up to 20%.
  • Must be able to obtain an Inspector General (IG) certificate from the Inspector General School upon completion of the three week IG Training. Incumbent is subject to removal if unable to obtain certification at the end of training.
  • Applicants referred for consideration will be subject to a database check against the Army Inspector General Action Request (IGARS) database to screen for substantiated and ongoing IG investigations.
  • Must be able to obtain and maintain a Secret security clearance.
  • One year trial/probationary period may be required.

Specialized Experience: One year of specialized experience which includes: Investigating military whistleblower allegations of reprisal or restriction; monitoring the case progress of complaint evaluations and investigations such as: reprisal and/or restriction complaints; preparing and/or reviewing reports on the results of an investigation to ensure the findings are supported by the evidence; and identifying deficiencies and following up on corrective actions in investigatory products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsDecision MakingInformation GatheringInvestigative Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
