The primary purpose of this position is to design, direct, execute and evaluate appropriate coordination with USAFA, Departments of the Air Force and Defense, Congress and other Executive Branches. Serve as liaison between Academy, state/local government agencies and maintain continuity, development and refinement of government efforts to each successive Superintendent.

Duties

1. Legislative Program Management.Serves as Program Manager, ensuring actions are handled as expeditiously as possible. Serves asthe expert on congressional inquiries, and, as such, is the senior advisor, as appropriate, regarding impacts to USAFA mission. 2. Legislative Affairs. Serves as a senior USAFA POC for inquiry matters with State and local government agencies, Congressional offices, OSD, the White House, and other military departments. 3. Legislative Analysis.Analyzes written correspondence and telephonic requests to determine pertinent issues, extent of research required, and sources from which to obtain information and facts to provide comprehensive replies. 4. Advisory Services.Advises the Superintendent on the preparation of responses to inquiries from Congress regarding USAFA personnel, polices, and programs.

Requirements

  • Non-Critical Sensitive. Must be able to obtain and maintain a Secret Clearance.
  • PCS will NOT be paid.
  • Work may occasionally require travel away from the normal duty station on civilian or military aircraft.
  • May be required to be on call and/or to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Incumbent will be required to work overtime on short-notice based, on the need to meet time-critical assignments, including matters involving congressional testimony and related requirements.
  • Experience working in the office of a United States Senator or Representative to include experience such as OSD, JCS, SAF, Legislative Liaison (LL) offices is highly desired.
  • Superior Qualifications may be considered.
  • All federal employees are required to have direct deposit.
  • This position is subject to provisions of the DoD Priority Placement Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include (1) Applying sensitive political and congressional liaison principles, methods, practices and techniques; (2) Analyzing program management methods, and interpersonal relations practice in order to develop and apply new approaches to the most difficult and complex congressional problems relating to command missions; (3) Exercising knowledge to analyze congressional reactions to agency programs and policies in developing recommendations that significantly modify major programs and policies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of a wide range of established concepts, principles and practices as they relate to Legislative Liaison, gained through experience and skill in applying this knowledge to difficult and complex assignments. 2. Knowledge of the United States Air Force Academy and Department of the Air Force, Secretary of Defense, and major commands. 3. Thorough knowledge of the United States Air Force Academy mission and organization (including structure, chain of command, functions, personnel policies. interactions, etc.) to facilitate rapid and accurate staffing of cases and response management to Congressional inquiries and other requests. 4. Knowledge essential to research issues, appropriately task Army, Air Force and Joint Staff activities, and formulate senior level responses on behalf of the President, the SECDEF, and the CNGB and ability to exercise insight, judgment, and diplomacy for establishing and maintaining effective relations between senior National Guard leadership and Congressional contacts. 5. Thorough knowledge of the working of the Senate and House of Representatives and the protocol and procedures that apply in dealing with its principles and staff members to solve constituent inquiries. Thorough knowledge of working with the Colorado state Executive Branch, Senate and House of Representatives as well as local government agencies and the protocol and procedures that apply in dealing with its principles and staff members to solve constituent inquiries. 6. Skill managing/analyzing constituent inquiries, reviewing cases for previous history, and tasking appropriate HQ USAFA Staff and subordinate organizations. Acquiring information to develop a comprehensive reply on a wide range of subjects critical to the United States Air Force Academy. Superior ability to communicate effectively, both orally and in writing, using a high degree of tact and diplomacy, to prepare and present surveys, reports, proposals, and press releases. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
