Duties

The Post-Secondary Hiring Authority is designed to appoint students from a wide variety of educational institutions (undergraduate and graduate) into paid opportunities to work in agencies and explore Federal careers while still in school. Students are exposed to jobs in the Federal civil service by providing meaningful developmental work at the beginning of their career, before their career paths are fully established. The CDC utilizes Direct/Expedited Hire Authorities to fill vacancies in a variety of occupations. This vacancy is a REPOSITORY of applications. Duties and responsibilities vary and may increase according to the grade level of the position. Applications may be periodically referred to hiring managers both during the open period and after the closing date. Because of the large number of applications anticipated, applicants' status will not be updated. This public notice will be used to fill Public Notice for Expedited Hire (Post-Secondary Student) - Information and Arts Student Trainee, GS-1099 positions at the GS-05 through GS-11 grade levels. Duties may include but are not limited to: Providing consultation and technical advice in the development and implementation of priorities, strategies, and practices for communicating with various audiences (e.g., general public, underserved populations, and populations at risk). Consulting with channel experts (e.g., organizational, community, mass media) and media outlets to research appropriate formats (e.g., pamphlets, CD-ROM, Web, curricula) for channels and messages; coordinates efforts with public affairs specialists. Developing, testing, and disseminating subject specific and audience-based products, tools, and messages to different audiences in a variety of formats. Developing and presenting printed, electronic, and audiovisual materials for technical and lay audiences, scientific journals, and Internet and other mass-media outlets. Researching and/or evaluating activities related to communication and marketing. Collecting data on various communication and marketing campaigns (e.g., resource allocation, channel usage, campaign outcomes, programs and materials currently in use). Collecting data to characterize the problem and affected population (e.g., library search, polling companies, sources of health statistics, surveillance data). Contributing to the efficient and effective management of program resources and administrative processes. Supporting strategic plans to achieve communication and marketing goals and objectives. Performing liaison activities between program and other communication and marketing staff and with external stakeholders. Maintaining effective working relationships with health officials and community representatives to promote and sustain programs.

Qualifications

Education Requirements: This appointment will be made under the Post-Secondary hiring authority. To be eligible an applicant must be enrolled or accepted for enrollment and seeking a baccalaureate or graduate degree (diploma, certificate, etc.) on a full or half-time basis. AND Minimum Qualification Requirements for GS-05: To qualify at the GS-05 grade level, you must have at least three (3) years of general experience, one (1) year of which was equivalent to the GS-04 grade level in the Federal service, to include providing administrative services such as analyzing facts, researching problems, preparing correspondence and reports, or assisting customers with inquiries. OR Have successfully completed four (4) academic years of post-high school education leading to a Bachelor's or equivalent degree in any field from an accredited college or university. OR Have a combination of general experience and education that together meets 100% of the qualification requirement for this position. Minimum Qualification Requirements for GS-07: To qualify at the GS-07 grade level, you must have at least one (1) year of specialized experience, equivalent to the GS-05 grade level in the Federal service, to include assisting in the creation of public health communication and marketing programs and projects; gathering information for communicating with various audiences; scheduling consultations/meetings for senior staff with channel experts (e.g., organizational, community, mass media) and media outlets. OR Have successfully completed one (1) full academic year of graduate level education leading to a Master's or equivalent degree in any field of study that demonstrates the knowledge, skill, and ability necessary to do the work from an accredited college or university -- OR -- have a Bachelor's degree and meet Superior Academic Achievement as in Education Section below. OR Have a combination of specialized experience and education that together meets 100% of the qualification requirement for this position. Minimum Qualification Requirements for GS-09: To qualify at the GS-09 grade level, you must have at least one (1) year of specialized experience, equivalent to the GS-07 grade level in the Federal service, to include assisting in the development and presentation of printed, electronic, and audiovisual materials; contributing to science- and/or audience-based health communication and marketing programs, campaigns, or translation activities; and consulting with channel experts (e.g., organizational, community, mass media) and media outlets. OR Have successfully completed a Master's or equivalent graduate degree in any field of study that demonstrates the knowledge, skill, and ability necessary to do the work from an accredited college or university -- OR -- completed two (2) full years of progressively higher-level graduate education leading to such a degree -- OR -- LL.B. or J.D., if related. OR Have a combination of specialized experience and education that together meets 100% of the qualification requirement for this position. Minimum Qualification Requirements for GS-11: To qualify at the GS-11 grade level, you must have at least one (1) year of specialized experience, equivalent to the GS-09 grade level in the Federal service, to include collecting and analyzing data used to monitoring public health communication and marketing campaigns (e.g., resource allocation, channel use, campaign outcomes, programs/materials in use); providing input on the use of audience research to develop health communication and marketing strategies, messages, and materials; and assisting with audience research to identify knowledge gaps, check reaction to messages, test channels, etc. OR Have successfully completed a Ph.D. or equivalent doctoral degree that demonstrates the knowledge, skill, and ability necessary to do the work -- OR -- three (3) full years of progressively higher-level graduate education leading to such a degree --OR -- LL.M., if related, from an accredited college or university. OR Have a combination of specialized experience and education that together meets 100% of the qualification requirement for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Superior Academic Achievement (S.A.A.) (GS-07 only) is based a bachelor's degree with one of the following:
  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
    3. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
  3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.
