Duties

The Post-Secondary Hiring Authority is designed to appoint students from a wide variety of educational institutions (undergraduate and graduate) into paid opportunities to work in agencies and explore Federal careers while still in school. Students are exposed to jobs in the Federal civil service by providing meaningful developmental work at the beginning of their career, before their career paths are fully established. The CDC utilizes Direct/Expedited Hire Authorities to fill vacancies in a variety of occupations. This vacancy is a REPOSITORY of applications. Duties and responsibilities vary and may increase according to the grade level of the position. Applications may be periodically referred to hiring managers both during the open period and after the closing date. Because of the large number of applications anticipated, applicants' status will not be updated. This public notice will be used to fill Public Notice for Expedited Hire (Post-Secondary Student) - Medical and Health Student Trainee, GS-0699 positions at the GS-07 through GS-11 grade levels. Duties may include but are not limited to: Planning and conducting scientific surveys/studies or projects to identify and solve public health problems. Identifying and analyzing public health issues and their impact on operations that are critical to the public health community at large. Applying established methodologies and techniques. Searching, synthesizing and interpreting information relevant to public health. Reviewing and analyzing studies and projects assessing public health issues in order to contribute to the formation of recommendations for processes, procedures and /or policies related to public health programs, practices and research. Supporting collaboration on programs/projects/studies and coordinates efforts, as appropriate, with other program staff, other CDC Centers, Institutes and Offices, other federal agencies, national, State and local health agencies, and private and non-profit organizations. Providing technical advice and assistance to national, state and local health agencies and to various other organizations. Communicating information to various audiences. Preparing scientific and other articles and technical reports for publication. Making presentations at conferences and meetings.

Qualifications

Education Requirements: This appointment will be made under the Post-Secondary hiring authority. To be eligible an applicant must be enrolled or accepted for enrollment and seeking a baccalaureate or graduate degree (diploma, certificate, etc.) on a full or half-time basis. AND Minimum Qualification Requirements for GS-07: To qualify at the GS-07 grade level, you must have at least one (1) year of specialized experience, equivalent to the GS-05 grade level in the Federal service, to include conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs. OR Have successfully completed one (1) full academic year of graduate level education leading to a Master's/equivalent degree in any field of study that demonstrates the knowledge, skill, and ability necessary to do the work from an accredited college or university -- OR -- have a Bachelor's degree and meet Superior Academic Achievement as listed in Education Section below. OR Have a combination of specialized experience and education that together meets 100% of the qualification requirement for this position. Minimum Qualification Requirements for GS-09: To qualify at the GS-09 grade level, you must have at least one (1) year of specialized experience, equivalent to the GS-07 grade level in the Federal service, to include providing advice and assistance to State and local governments, and to various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities. OR Have successfully completed a Master's or equivalent graduate degree with major study in public health or other field of study with course work directly related to the work of the position to be filled from an accredited college or university -- OR -- completed two (2) full years of progressively higher-level graduate education leading to such a degree -- OR -- LL.B. or J.D., if related. OR Have a combination of specialized experience and education that together meets 100% of the qualification requirement for this position. Minimum Qualification Requirements for GS-11: To qualify at the GS-11 grade level, you must have at least one (1) year of specialized experience, equivalent to the GS-09 grade level in the Federal service, to include researching technical publications and documents to obtain public health information; generating advanced data such as calculations, graphs, or tables; and evaluating the analysis of data to determine interrelationships or consistency of reported data and final tabulations. OR Have successfully completed a Ph.D. or equivalent doctoral degree with major study in public health or other field of study with course work directly related to the work of the position to be filled from an accredited college or university -- OR -- three (3) full years of progressively higher-level graduate education leading to such a degree --OR -- LL.M., if related. OR Have a combination of specialized experience and education that together meets 100% of the qualification requirement for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. Superior Academic Achievement (S.A.A.) (GS-07 only) is based a bachelor's degree with one of the following:
  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
    3. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
  3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.
