This position is established to perform developmental assignments in a variety of administrative, and managerial duties/responsibilities in a complex health care delivery system.

Duties

Responsible of oversight of all physical resources allocated to Rehabilitation Service, including equipment, space, and supplies. Performs analytical and evaluative work related to program operations and collaborates with section chiefs to ensure integrated goals and priorities for Service are met. Serves as a Rehabilitation service representative during facility-wide process improvement projects. Submits safety reports to the facility safety officer and updates the Service Emergency Plan, or safety policies, processes, or procedures as requested. Manages the Rehabilitation Service Clinical Trainee Programs which see over 100 trainees rotate through each year, in addition serves as an analyst and advisor to Rehabilitation Service leadership on the evaluation and effectiveness of Service programs and operations. Functions as the primary coordinator of all health professions trainee programs under Rehabilitation Service at VAPAHCS. Responsible for managing all aspects related to credentialing and privileging, including initial performance evaluations (IPE), Focused Professional Practice Evaluation (FPPE), and Ongoing Professional Practice Evaluation (OPPE) for all Rehabilitation Service licensed independent practitioners (LIPS). Responsible for the continued quality assurance (QA) for each LIP under Rehabilitation Service in adherence to timelines outlined in facility memoranda and the VAPAHCS Bylaws. Plays an integral role in procurement and contracting for the service, serving as a Contracting Officer Representative (COR) for requirements. Prepares procurement requests, evaluates proposals for work, maintains procurement and contracting records, and ensures that all quality measures for the contract are met. Drafts and reviews all contract proposals and agreements to assure accurate budgetary, personnel, and administrative arrangements, and provides updates to the Business Manager on contracting and procurement policies and issues. Serves as an approving official or timekeeper for timecards in Rehabilitation Service, ensuring that timecards are accurately posted by timekeepers and in compliance with all timekeeping regulations. Serves as a Talent Management System (TMS) Coordinator for the service and is responsible for entering classes, training sessions, and annual reviews for Rehabilitation employees into the TMS system. Checks for safety issues and provides or coordinates safety training for Rehabilitation staff. Submits safety reports to the facility safety officer and updates the Service Emergency Plan, or safety policies, processes, or procedures as requested. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Please note: The GS-09 is an entry level of a developmental position. The incumbent will be assigned work and/or receive training with the objective of acquiring the qualifications needed to successfully perform the duties and responsibilities of the attached target level position description. You may qualify based on your experience and/or education as described below: For GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to coordinate activities with other programs and effectiveness in interpersonal relationships. Ability to perform the full scope of duties and responsibilities under normal supervision. Uses program management and strategic planning skills to operate departmental functions. OR, Education: Applicants may substitute a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (unofficial transcripts required). OR, Combination: Combination of specialized experience as described above, and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.] You may qualify based on your experience and/or education as described below: For GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applies analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature concerning the efficiency and effectiveness of program operations. Interprets management theories, principles and techniques relating to human resources, financial management, interpersonal communications, and their interrelationships to adapt and implement policies and procedures concerning administrative activities. Prepares procurement requests, evaluate proposals for work, maintain procurement and contracting objectives, and ensure quality measures for the contract are met. OR, Education: Applicants may substitute a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (unofficial transcripts required). OR, Combination of Specialized Experience and Education: Combination of specialized experience as described above, and graduate education as described above which totals at least one year. Physical Requirements: Factor 8 Physical Demands There are no unique physical demands other than the ability to work and concentrate with frequent telephone and/or personal contact interruptions by staff, Veterans, families, and visitors. Most of the work is sedentary, but some mobility is required such as walking, standing, bending, lifting, and carrying light items such as books, papers, and files. This position also requires mobility within the medical center and in rare instances, via shuttle, bus, or government car between other locations within the healthcare system.
