The position is located at the Bureau of the Fiscal Service, Deputy Commissioner (Transformation & Modernization), Office of Workforce and Administrative Services, Division of DEIA (DDEIA), carrying out the Diversity and Inclusion Officer's vision, and will emulate DDEIA's principles, creating a culture for equity, diversity, inclusion, and accessibility for everyone.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Provide management consultant and advisory services to all leadership and business offices on program matters impacting the Treasury's DEIA Strategic Plan and Fiscal Service's DEIA Implementation Plan. Provide expert advice and recommendations concerning goals and initiatives, and justification for expenditure of program funds to ensure that Fiscal Service meet strategic objectives for diversity, equity, inclusion and accessibility.
- Consult with senior managers and facilitate bureau-wide initiatives and group activities that involve managers and employees in addressing DEIA issues as they apply to such areas as strategic planning, recruitment, awards, training and development, and retention. Build effective relationships and maintain cooperation with various offices throughout Fiscal Service that are vital to the program's success. Influence cultural change that impacts the entire bureau, as well as relationships with Treasury, the Federal Reserve Board, and other agency partnerships to embrace a DEIA culture and mindset.
- Represent Fiscal Service at inter/intra-agency strategic planning sessions; develop partnerships and serve as a coordinator for external organizations, in order to develop and implement strategies for advancing DEIA throughout Fiscal Service, including the services provided to the public.
- In collaboration with Fiscal Service staff and external stakeholders, develop and coordinate programs and initiatives to drive and integrate DEIA practices throughout Fiscal Service that help build an inclusive workforce that represents our nation in an unbiased and accessible environment, respecting individual organizational cultures, while complying with merit principles and applicable Federal laws. Successfully collaborate and partner with business offices, organized employee-represented groups and other stakeholders in order to promulgate DEIA initiatives, even when there may be opposing political beliefs, conflicting perceptions or fear of change.
- Manage one or more major DEIA programs for the bureau. Lead the development and implementation of proactive and comprehensive DEIA initiatives in support of Fiscal Service's goal to create a working environment where all have an opportunity to succeed. Manage programs to obtain DEIA goals through the use of partnerships, fellowships, and contracts or through employee volunteers, temporary assignments and consulting subject matter experts on unrelated industry or topic-driven subjects (e.g. information technology, human resources, financial management, etc.).

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
- Experience communicating the mission and initiatives of an organization to important stakeholders and other external audiences; AND
- Experience developing, planning, implementing and monitoring employee engagement and special emphasis/diversity programs and ensuring compliance with all related laws, regulations, and policies; AND
- Experience providing assistance or recommendations on programs and DEIA(Diversity, Equality, Inclusion and Accessibility) policy or equivalent; AND
- Experience evaluating programs to assess or improve the effectiveness of the program.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
-Experience providing assistance or recommendations on organizational and cultural changes that support Diversity, Equity, Inclusion, and Accessibility (DEIA) or equivalent; AND
-Composing verbal or written presentations to respond to inquiries or inform senior officials, managers. or various audiences; AND
-Analyze and recommend solutions to policy or program issues.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
-Experience working with various programs, such as DEIA or EEO, and ensuring in compliance with laws, regulations, and policies.; AND
-Providing recommendations to management; AND
-Assisting with the analysis and development of reports relative to policy or procedures.
OR
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-9 level for 52 weeks.
