The primary purpose of this position is to perform specialized intelligence duties as an Intelligence Operations Specialist in the duties and functions associated with multi-source intelligence (multi-INT) Tasking, Processing, Exploitation, and Dissemination (TPED) activities. ***Salary ranges includes local market supplements***

Duties

Conducts intelligence analysis in support of SOF in the field. Evaluates and analyzes intelligence data. Creates and reviews finished intelligence products, presentations, and reports for use by special operations teams, planners, intelligence specialists and national-level decision makers. Creates post-mission reports containing the analysis derived from each exploitation function. Assesses present or future value and need of information and forwards to National Agencies, Joint Commands, Air Force MAJCOMs, and AOCs. Serve as multi-INT PED technical crew member. Identifies and coordinates with the unit leadership on operational intelligence elements needed to carry out coordination and liaison with counterparts and colleagues in other intelligence organizations. Takes appropriate and timely actions to ensure safeguarding of classified information. Complies with all local, AF and DoD security directives on the handling, classification, dissemination, and transportation of classified information.

  • Shift work is required. During crisis or contingencies, the incumbent may be required to work long hours over extended periods of time, possibly months in duration.

  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • Incumbent is on mobility status, subject to deployment, and must maintain physical qualifications to deploy overseas and live under austere conditions.
  • Gas mask, chemical warfare ensemble, and recall requirements are constant, as is recurring training. Exercises and readiness training are conducted often, at time with little or no advance notice.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Due to the sensitive nature of intelligence matters, the qualities of sound judgment, tact, and integrity are essential.
  • Personal data to which the incumbent has access are controlled by the Privacy Act of 1974 and must be safeguarded appropriately.
  • Incumbent may be subject to polygraph examination to obtain and retain security clearance and special accesses.
  • Position may require temporary duty (TDY) travel away from the normal duty station to attend conferences, meetings, and other official functions.
  • Travel is by regularly scheduled commercial or military conveyance in accordance with Joint Travel Regulations (JTR).

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the concepts governing the DoD intelligence mission, collections, operations, and analysis; knowledgeable of the terminologies, methodologies, research, and analytical techniques as applied to highly complex assignments in intelligence, collection, and analysis. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force ISR assets, remote-split operations architectures, full-motion video exploitation techniques, DGS operations, and exploitation software. 2. Knowledge of USSOCOM components and subordinate commands to include classified missions and of AFSOC's missions and roles as part of USSOCOM; knowledge of the principles, concepts, and methodologies of intelligence analysis and research to include link analysis and database manipulation. 3. Thorough knowledge of US intelligence community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, operations collection, target analysis, and other intelligence collection related activities. 4. Skill in producing finished intelligence reports and other products that are responsive to the specific needs of customers to include formulating and conducting original research, collating, organizing, and analyzing information, resolving conflicts, and presenting clear and concise findings. 5. Ability to communicate succinctly and directly in oral and written (including electronic) presentations, adhering to length and quality constraints imposed by superiors. 6. Skill in handling classified data in accordance with established DoD procedures. CONDITIONS OF EMPLOYMENT CONTINUED: 1. A pre-employment physical examination is required. Selectee must meet requirements specified on SF88, Certificate of Medical Examination, for position at overseas/deployed locations. The theater commander may specify theater unique medical/physical deplorability criteria. Emergency Essential/deployment-related medical/dental/psychological examinations and required immunizations are at no expense to the employee. The position requires the employee to be trained in the use of firearms and the employee will be required to carry firearms when deployed. 2. Work takes place in a Sensitive Compartmented Information Facility (SCIF). The position is designated special sensitive, and incumbent must be able to obtain and maintain a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI). Incumbent must have and retain SCI and special access clearances based on Single Scope Background Investigation (SSBI) and meet DCID 1/14 standards of conduct. 3. This position has duties and responsibilities, which are consistent with parameters established by Executive Order. The Air Force specifies this position as a testing designated position (TDP) and the incumbent will be subject to random drug testing under the provisions outlined in the Air Force Civilian Drug Testing Program (Tier One). As a mandatory requirement for employment in this TDP, the incumbent is (A) required to refrain from the use of illegal drugs and (B) if requested, submit to urinalysis testing. The selectee must sign a statement acknowledging this position is identified as a TDP. 4. This position is emergency-essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent be removed from any military recall status. All E-E employees must perform E-E duties during a crisis or after noncombatants evacuate. Failing to perform assigned E-E duties may result in disciplinary action against the incumbent up to and including removal from Federal service. 5. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1988. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
