***THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.*** This position is for a Supervisory Human Resource Specialist (Military), Position Description Number T5650000 located at the 165th - FSS, in Garden City, Georgia. This is a full-time, Excepted Permanent position that DOES NOT require a National Guard commitment. AREA OF CONSIDERATION: Open to all onboard federal employees or technicians with the Georgia Army National Guard.

Duties

As a Supervisory Human Resource Specialist (Military), GS-0201-11, you will: Exercise supervisory personnel management responsibilities. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develop, modify, and/or interpret performance standards. Explain performance expectations to employees and provide regular feedback on strengths and weaknesses. Hold employees responsible for satisfactory completion of work assignments. Appraise subordinate workers performance ensuring consistency and equity in rating techniques. Recommend awards when appropriate and approve within-grade increases. Hear and resolve employee complaints and refer serious unresolved complaints to higher level management. Initiate action to correct performance or conduct problems. Effect minor disciplinary measures such as warnings and reprimands and recommend action in more serious disciplinary matters. Prepare documentation to support actions taken. Identify employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance. Encourage self-development. Approve master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharge security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognize and take action to correct situations posing a threat to the health or safety of subordinates. Apply EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically review position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explain classification determinations to subordinate employees. Direct all human resources activities and support services for the host Wing and all supported Airmen, including: Career Enhancements, Customer Service, Employments, Relocations, Personnel Systems Manager, Military Personnel and/or Readiness. Develop local policy and procedures for all human resources services within the Wing and coordinate with State Headquarters in the development of policy and programs for the state. Provide oversight, training, and procedural guidance to Commander's Support Staffs. Serve as the Wing Functional Area Manager for all Personnel Airmen assigned to the Wing, providing training, career development, and recommendations to senior leadership on force management of Personnel Airmen throughout the Wing. Advise senior leadership within the organization and across the support Wing on all human resource matters impacting Airmen throughout the Wing. Develop and conduct briefings, point papers, and data analysis on human resource matters. Work closely with Commander's Support Staffs and senior leadership to develop consistent programs and processes throughout the Wing. Work closely with program managers and staff at National Guard Bureau (NGB) to collect and provide accurate data, plan and coordinate work of subordinates, and resolve situations that require NGB action. Coordinate and advise on human resource actions impacting Airmen to Army National Guard and Joint Staffs at State Headquarters. Plan, direct, control, and provide advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members. Develop internal policies and procedures governing administration of the following programs: Officer Performance Report/Enlisted Performance Report (OPR/EPR), and officer, enlisted promotions and enlisted demotions. Monitor monthly reports on performance raters and changes of raters to maintain an accurate record. Provide administrative control, management, development and advisory service for military awards and decorations. Review Line of Duty (LOD) determinations for administrative accuracy, track progress and initiate incapacitation pay requests (if applicable). Manage and provide guidance and technical expertise of various special programs to include Deserving Airman Promotion Program, Reserve Officers Personnel Management Program, Exceptional Promotion Program, and Extensions/Reenlistment Program. Administers the test program, which includes the Air Force Officer Qualifying Test (AFOQT), Defense Language Aptitude Battery Test (DLAB), Defense Language Proficiency Test (DLPT), and Air Force Classification Test (AFCT). Monitor the Weight and Body Fat Management Program to ensure compliance with regulatory and legal requirements and conduct staff assistant visits. Perform other duties as assigned.

  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Managing one or more of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, Boards Branch, Personnel Services Section, and Retirement Services exercising supervisory personnel management responsibilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Organizational Development, Human Resource Management or Business Administration (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated.
