This permanent position is located in Warren, Michigan, and is within the US Army Combat Capabilities Development Command (DEVCOM) Ground Vehicle Systems Center (GVSC). The position serves as a Program Manager (BCCAT II) within GVSC.
Duties
Serves as expert advisory ranging from being responsible for extensive development efforts of two or more broad program areas to being responsible for conceiving, planning and conducting work of outstanding scope, difficulty and complexity.
Perform work involving the design, overhaul, repair, operation, and age monitoring of vehicles, components, systems, and support equipment that are primarily in the post productions stage.
Perform work that may include development, verification, review and update of technical and engineering publications (Technical Books, Technical Manuals, Depot Maintenance Work Requirements, etc.)
Review/approve design changes, advise on parts substitution during maintenance, conduct analysis to enhance preventive engineering programs, evaluate system safety and reliability using operational data, and provide technical advice.
Provide technical, programmatic, and managerial support to the Deputy Associate Director, and leads highly specialized or complex research, development, and engineering activities.
Manage and execute team budget, and seeks new business opportunities, and resolves technical or operating problems.
Plan organizational structure and staffing needs, determine and assign types of jobs/duties needed, request personnel actions, make selections for appointments, promotions, etc.
Advise and counsel employees relative to work and administrative matters, assist employees in career planning, develop work performance standards and periodically evaluate employee performance, approve and disapprove requests for leave.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a SECRET security clearance.
- This position may require up to 20% of temporary duty (TDY) business travel.
- This is an Army Acquisition, Technology, and Logistics (AT and L) Workforce position. The employee must meet DODI 5000.66 requirements applicable to the duties of the position.
- Practitioner Career Certification must be met within 60 months (5 years) of employment.
- This is a Critical Acquisition Position. Unless specifically waived, selectee must be able to meet the qualifications of CAP Position at the time of permanent selection for the position or have been granted a waiver.
- Science and Technology Reinvention Laboratory (STRL) positions require an initial trial/probationary period of three years.
- A one-year supervisory probationary period is required in accordance with Lab Demo policy.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter in accordance with DoD Directive 5500-7-R.

To qualify at the DE-03, CAT II (equivalent GS 12-GS 14 grade level): Your resume must clearly describe at least one year of specialized experience equivalent to the DE-02, (higher-end of the Pay Band equivalent to GS-11 level) in the Federal service which includes:
(1) Collaborating and building strategic relationships with teams, stakeholders, and leadership across multiple organizations within and outside of Ground Vehicle Systems Center (GVSC);
(2) Planning, managing, and executing budgets;
(3) Identifying potential issues and collaborating to create solutions and;
(4) Demonstrated experience in military combat and tactical vehicles.

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Key Skills and Attributes:
- Strong knowledge of Army platforms and the logistics, technical and manufacturing data that informs their readiness. This includes system level knowledge, subcomponents, readiness/cost drivers, logistics data, etc. Should understand how the Army procurement of replacement components functions.
- Strong leadership capabilities with situational leadership and conflict management skills. Comfort with managing subject matter experts (SME's) and respecting their capability to execute mission without being the primary expert in the functional area.
- Experience with the part procurement process to include qualifying new Sources of Supply and resolving obsolescence issues. Must also have some understanding of how the complex analysis of available data relates to the description of risk in individual components procurement.
- Ability to plan, present, manage, and execute resources amongst team priorities. Must be familiar with the different types of funding used in the sustainment arena and limitations associated with them. Must be comfortable dealing with uneven cash flows across the fiscal year and developing flexible strategies to ensure performance to an overall budget.
- Business Development skills with the ability to teach across multiple associate and leadership levels and a comfort with cold-selling techniques to continue to maintain and grow the DORE competency across the Detroit Arsenal.
- Experience working with the cross functional sustainment mission area stakeholders and internal Ground Vehicle Systems Center (GVSC) subject matter experts (SMEs) to resolve sustainment and readiness issues.
- Knowledge/experience with Technical Data Packages. This includes some level of expertise with producibility and overall technical review of the drawings/specifications.
- Strong Business Acumen and the ability to independently and entrepreneurially apply that skill set in providing core mission capabilities to a varying set of customer requirements in a value focused manner.
- Experience with Engineering Change Management and knowledge of ARs 750-10, 750-1 and 700-127.
- Skills in oral and written communications to present briefings, proposals, and technical information as a spokesperson for the United States Army Combat Capabilities Development Command (DEVCOM) Ground Vehicle Systems Center (GVSC).
- Experience leading projects and teams in a technical environment.
