Duties

The CDC utilizes Direct/Expedited Hire Authorities to fill vacancies in a variety of occupations. This vacancy is a REPOSITORY of applications. Duties and responsibilities vary and may increase according to the grade level of the position. Applications may be periodically referred to hiring managers both during the open period and after the closing date. Because of the large number of applications anticipated, applicants' status will not be updated. This public notice will be used to fill Public Notice for Expedited Hire (College Graduate) - Public Affairs Specialist, GS-1035 positions at the GS-09 and GS-11 grade levels. Duties may include but are not limited to: Conducting the public affairs program for a HHS organization with responsibility for developing and providing staff direction involving all public information, internal information, and community relations activities. Establishing and maintaining effective working relationship with print and broadcast media representatives in disseminating information or answering inquiries about the organizations' operations or activities. Developing, promoting, and implementing an agency information program(s). Establishing and maintaining effective working relationships with organizations interested in agency programs with particular emphasis on those organizations not previously active in participating in such efforts.

Degree Requirements: This appointment will be made under the noncompetitive College Graduate hiring authority. To be eligible an applicant must have received a bachelor's or advanced degree within 2 years of applying for employment under this authority. Note: For applicants who have completed a degree and served at least 4 years in the uniformed services, the 2-year eligibility period begins on the date of the applicant's discharge or release from the uniformed service. AND Minimum Qualifications: GS-09: To qualify at the GS-09 grade level, you must have at least one year of specialized experience at or equivalent to the GS-07 grade level, which must include the following experience: developing and disseminating information to the general public through print and broadcast media; gathering and evaluating the appropriateness of information communicated through media; and writing news releases and feature articles for dissemination through print media. OR Have a master's or equivalent graduate degree which must demonstrate the knowledge, skills, and abilities necessary to do the work -- OR -- 2 full years of progressively higher-level graduate education leading to such a degree -- OR -- LL.B. or J.D., if related, from an accredited college or university. OR Have a combination of post-secondary education and specialized experience that together meets 100% of the qualification requirement for this position. GS-11: To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: developing new information materials concerning programs and policies; assessing public reaction and extent of understanding achieved to evaluate effectiveness of information programs; and providing representatives of the print and broadcast media, trade associations, and/or industrial representatives with timely and accurate explanations of agency policies and regulations. OR Have a Ph.D. or equivalent doctoral degree which must demonstrate the knowledge, skills, and abilities necessary to do the work -- OR -- 3 full years of progressively higher-level graduate education leading to such a degree -- OR -- LL.M., if related, from an accredited college or university. OR Have a combination of post-secondary education and specialized experience that together meets 100% of the qualification requirement for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
