The primary purpose of this position is to provide information and advice to military and civilian personnel regarding their entitlements for shipment and storage of personal property (household goods, unaccompanied baggage, privately owned vehicles, and special items such as mobile homes and large boats). Personal property can either be domestic or international.
Duties
Counsels all authorized military and civilian employees of their entitlements for shipment and storage of personal property and privately owned vehicles, including specialized items, to domestic and overseas locations.
Prepares and processes applications for transportation or storage of a wide range of personal property, and privately owned vehicles, including special items, of authorized civilian and military members.
Plans and processes DITY incentive moves for payment through the local Finance office.
Performs other clerical and administrative tasks in support of the transportation work.
Makes complete travel arrangements for Permanent Change of Station (PCS) and Temporary Duty (TDY) travelers.

- This position is subject to provisions of the DoD Priority Placement Program.
- May be required to work other than normal duty hours such as rotating shifts, overtime, weekends, on-call, holidays,
etc. Emergency overtime may be required.
- May be required to carry a duty phone for on-call support.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May be required to participate in contingency situations, both real world and exercises.
- Disclosure of Political Appointments.
- Typing and computer operation is performed; however, a qualified typist is not required.
- Must have or obtain a valid state driver’s license.
- Key Position. This position is essential to the accomplishment of wartime/contingency operations. Incumbents must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue. uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-2102-06.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. which includes the use and application of transportation rules, procedures, or operations governing entitlements and documentation requirements for domestic or foreign shipments to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems pertaining to the personal property function.

EDUCATION: Completed at least one (1) full year of graduate level education which is directly related to the work of the position. NOTE: You must submit a copy of your transcripts with your application.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of transportation operations as related to the shipment of personal property.
2. Knowledge of the instructions, regulations, directives, local operating procedures, governing entitlements, and shipment of personal property and passenger travel.
3. Ability to analyze, correlate, and evaluate transportation data.
4. Ability to respond to a range of questions from government agencies, activity personnel, customers, commercial carriers, and/or others regarding the shipment and storage of household goods and passenger travel.
5. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
