Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately September of one year to August of the following year, and you will be in a non-pay status for the remainder of that time line. Duties

Major Duties include: Historic Preservation Analysis - Documents and assesses historic resources to determine preservation maintenance and repair priorities. Historic Preservation Project Development - Produces written treatment documents, technical specifications, cost estimates and project workplans for implementation by the Mediterranean Coast Network Historic Preservation Team. Resources include vernacular ranching buildings, military installations, cultural landscapes, and other buildings and structures. Materials include wood, adobe, concrete, and metal. Historic Preservation Project Execution - Works closely with the Supervisory Exhibits Specialist and field crew to coordinate and implement hands-on preservation treatments at three network parks, including developing and leading preservation trades trainings. Provides technical expertise to other agency units in the region. Records Management & Administration - Meets professional historic preservation standards.

Qualifications

All qualifications must be met by the closing date of this announcement when the applicant limit is reached (which may be sooner than on -05/09/2024). Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: following assessment guidelines in evaluating, investigating, and recording data pertaining to historic structures for purpose of determining physical condition, original style and design, and the degree of preservation/restoration required; recognizing and identifying the cause of deterioration of wood, stone, earth, metals, concrete, and other historic building materials and designing and applying preventative measures; developing scopes of work, cost estimates and final specifications for historic structure projects; use of a wide variety of modern and historic tools in historic preservation, restoration, repair , and maintenance of historic structures and landscape elements and training, and directing others in their use. Such experience requires a high demand for quality and quantity of work in each of the building trades accomplished using a thorough knowledge of, and in accordance with "The Secretary of The Interior's Standards for The Treatment of Historic Properties" or similar, where strict adherence to preservation and rehabilitation techniques and guidelines exist. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree or LL.M (if related), with major study in illustrative design, commercial art, fine arts, industrial design, architecture, drafting, interior design, or other fields related to the position. You must include transcripts. -OR- Successful completion of a combination of experience and education as described above that when combined meet the qualification requirements for this position. For example, 6 months of specialized experience (50%) and 9 semester (14 quarter) hours above the first two years of education (50%) is equal to 100% and is qualifying. IMPORTANT NOTE: You must submit a copy of your transcripts and hours/week worked in your resume. ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior­ity selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
