The primary purpose of this position is: Advise Air Force units assigned how to prepare for, respond to, and recover from all-hazards events in accordance with the Installation Emergency Management (EM) Program, Air Force Full-Spectrum Readiness (FSR) programs, and Chemical, Biological, Radiological and Nuclear (CBRN) Defense Sense, Shape, Shield, and Sustain program.

Duties

Assists in the development of plans and procedures for implementation and execution of the unit Full- Spectrum Readiness (FSR) program, Air Force Unit EM, and CBRN to ensure adequate disaster preparedness measures to minimize the effects of natural disasters and/or major accidents/incidents. Provides analysis and guidance to AF units as the alternate AF EM and CBRN subject matter expert. Assists in conducting initial/recurring training for functional areas of EM. Maintains Emergency Management response equipment, training resources, and supply inventories. Serves as a CBRN Response team member IAW DOD Directives, Army Guidance and the direction of the installation commander.

  • Must be able to obtain and hold a security clearance/SECRET Level required to access intelligence and threat briefs and readiness reporting systems.
  • Air Force Certified Associate Emergency Manager (AFCAEM) certification is highly desirable.
  • Completion of the National Planners course is highly desirable.
  • Must successfully complete, or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Apprentice Course.
  • May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work outside normal duty hours.
  • Must pass an initial pre-employment physical examination.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the GS-0089, Emergency Management Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements on a military installation and the relationship of these responsibilities to local civil emergency management programs and knowledge of Federal Response Plan organization, lines of authority, and installation response roles and responsibilities. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D.in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of graduate level education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Note: You must submit copies of your college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; National Disaster Recovery Framework (NDRF) plan organization, chain of command/lines of authority, and Air Force EM response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment. 2. Knowledge of and ability to develop EM and CBRN training programs and conduct training and testing. 3. Knowledge of EM, CBRN, and hazardous materials to develop, coordinate, and execute response plans and operations. 4. Skill in analyzing situations and taking appropriate emergency actions. Ability to plan, organize, direct, conduct, operate, and evaluate emergency management and related programs; e.g., mobility/expeditionary engineering programs, CBRN response, hazardous material storage and classification methods, risk assessment, consequence management programs, exercise evaluation, and EOC operations. 5. Ability to make instant decisions and select a course of action under high stress conditions associated with emergencies. 6. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities. 7. Knowledge of the Air Force Inspection System guiding principles and requirements to evaluate and document results of unit and installation exercises and practical drills related to EM, CBRN and unit-specific requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
