DCSA's Security Training Directorate (ST), Center for Development of Security Excellence (CDSE) Operations Branch is looking for an Operations Support Specialist to perform a wide range of operations support functions for CDSE. This job requires a change agent with the ability to manage contracts, travel, supplies/services, administrative programs, and staffing actions for CDSE. As a OPERATIONS SUPPORT SPECIALIST you will be responsible for the following duties:

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Preparing contract-related documents such as Performance Work Statements, Market Research Reports, and Independent Government Cost Estimates, that detail the scope, required tasks, or schedule of deliverables, to meet the customer's requirements; Managing the contract contractor performance, and ensure compliance with contract terms and conditions; Defense Travel System (and the Government Purchase Card Program); Administrative management matters associated with business operations (budget and fiscal management; supply, service and equipment procurement, personnel and workforce utilization, safety and security support, construction and renovation, and/or space utilization); Program or project management. Specifically you will be evaluated on the following competencies: 1.Administration and Management Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. 2. Contracting Knowledge of various types of contracts, techniques or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. 3. Technical Competence Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. 4. Customer Service Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Committed to quality services. 5. Flexibility Is open to change and new information; adapts behavior or work methods in response to new information, changing conditions, or unexpected obstacles; effectively deals with ambiguity. 6. Reasoning Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions. 7. Problem Solving Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
