THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST, Position Description Number D2197000 and is part of the ND G4, National Guard.

Duties

This position serves in the Deputy Chief of Staff Logistics (DCSLOG), G-4; of an Army National Guard (ARNG) Joint Force Headquarters (JFHQ) structure. Serves as the ARNG Food Program Manager responsible and accountable for oversight of the entire state ARNG Food Service program which includes the administration of the Food Service Budget, Awards Program, new equipment Fielding's, training, Army Food Management Information System (AFMIS) and inspections. Exercises knowledge and application of Department of Army (DA), Defense Logistics Agency (DLA), National Guard Bureau (NGB), and state ARNG directives, policies and procedures, subsistence handling, storage, and sanitation methodology, plus food prime vendor food service ordering system, in addition to basic subsistence accounting procedures. Maintains oversight of daily, weekly, monthly, and long-term system requirements, ARNG Readiness Center equipment modifications, and requirements to meet current workload demands. Monitors the AFMIS to ensure reporting requirements from local, DA, NGB, and vendors are timely and contain accurate and formatted data. Assists and coordinates with functional specialists in the identification of operational requirements and the conversion of these requirements into automated systems documentation. Provides troubleshooting support by analyzing, studying, reviewing, testing, and interpreting information provided by user to determine whether hardware of software problems exists. Provides technical liaison service to each ARNG unit, prime vendor, and other vendor companies. Serves as the Contracting Officer Representative and submits technical specifications of contract requirements for commercial vendors when providing meal support. Conducts, coordinates, and evaluates inspections and assistance visits to ensure compliance with policies and regulations and to identify systemic problems. In accordance with provisions of the Army Regulations internal control systems, initiates, accomplishes and maintains vulnerability assessments, internal control reviews, and, as applicable, proponent checklists. Monitors State ARNG federally funded Readiness Centers and ARNG Dining Facilities to ensure they remain within authorized standards and that required reviews are conducted.

Qualifications

MILITARY GRADES: Officer (O3 and below), Warrant Officer and Enlisted QUALITY OF EXPERIENCE Length of time is not of itself qualifying. SPECIALIZED EXPERIENCE (GS-07): Applicant must have the required one year of specialized experience at the GS-5 grade level or civilian equivalent, which includes; 1) experience, education, or training involving knowledge of organizations and their functions in logistical support; 2) Experience integrating actions of support activities to meet program goals; and 3) Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks and comply with regulations, laws, or practices. or 1 full year of graduate level education. or Superior academic achievement. SPECIALIZED EXPERIENCE (GS-09): Applicant must have the required one year of specialized experience at the GS-7 grade level or civilian equivalent, which includes 1) experience, education, or training which involved detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities); and 2) Experience planning and organizing work assignments. or Master's or equivalent graduate degree. or 2 full years of progressively higher-level graduate education leading to such a degree. or LL.B. or J.D., if related SPECIALIZED EXPERIENCE (GS-11): Applicant must have the required one year of specialized experience at the GS-9 grade level or civilian equivalent; experience, education, or training which includes 1) identifying activities involving logistical support operations; 2) Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan; 3) Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan; and 4) Experience identifying delays or problems and developing corrective actions. or Ph.D. or equivalent doctoral degree. or 3 full years of progressively higher-level graduate education leading to such a degree. or LL.M., if related. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire.
