This is a developmental position located in the Veterans Affairs Southern Nevada Health Care System, Pathology and Laboratory Medicine Service. The incumbent completes Acquisition Packages (AP) including but not limited to Service Contracts for Pathology and Laboratory Medicine Service. Incumbent serves as Contractor Officer Representative (COR) for laboratory contracts and provides technical guidance for laboratory departments.
Duties
Major duties include but are not limited to:
Program Contract Management
- The incumbent interacts with management officials and organizations involved.
- Manages all phases of contracts, including proposals & contract development, to include drafting, negotiation, interpretation, and contract performance.
- Ensures laboratory contracts are established, monitored, documented, funded, and audited in accordance with the FAR, VISN 21 and local policies.
- Takes initiative to organize work and sets priorities to meet deadlines.
Budget Management
- Assembles and compiles budget information and maintains a running account of funds allocated for contracts, making interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations.
- Performs budget execution functions to ensure expenditures are consistent with budget formulation plans.
- Assists the Chief/Laboratory Manager/Administrative Officer in developing the annual P&LMS budget.
- Plans a system of control which assures fiscal management will be maintained on a sound basis in accordance with generally accepted accounting practices.
Management Review and Planning
- Manages administrative programs for the entire service for all contracting activities.
- Triages incoming requests for contracts. The incumbent is responsible for taking appropriate action based on advanced knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities.
- Participates with other staff members in evaluating effectiveness of each contract.
- Participates in identifying problems of concern to management and suggests approaches for dealing with identified issues as they relate to contracting activities
Program Administration/ ADPAC
- Incumbent will serve as Automated Data Processing Coordinator (ADPAC) for P&LMS.
- Works closely with the Information Technology (IT) and the service to test new versions, releases, and patches to existing software programs. Maintains and monitors computer security.
- Responsible for troubleshooting equipment, computer work order requests, and acts as service liaison with IRMS.
- Responsible for new employee or contractors and reoccurring computer-related training of P&LMS Services.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full Time, Monday - Friday, 07:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge requires skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues or problems deal with readily observable conditions, written guidelines covering work methods and procedures such as performance and production standards, and information of a factual nature. Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond GS-09.
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of management principles, organizational theory, and techniques of analysis and evaluation. Knowledge of standardized administrative practices and procedures to conduct studies for required contract documentation, such as Market Research, Sole Source, performance evaluation, etc., to identify, analyze, and make recommendations as needed.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
