The position is a Local Quality Assurance Supervisor located within the Department of Veterans Affairs, Veterans Benefits Administration (VBA), Veteran Readiness and Employment (VR&E). The incumbent is an integral part of VBA's Quality Assurance (QA) Program, supervises the QA Vocational Rehabilitation Counselors (VRCs) on the Local Quality Review Team (QRT) conducting QA reviews for individual case managers, and serves as a key technical advisor to VR&E Service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, May 10, 2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in grade. General adjustment and award SF-50s cannot be used for time-in-grade verification purposes.
Individual Occupational Requirement (IOR): To qualify for a 0101 series position, candidates must meet the following basic requirements. A legible copy of master's transcript required. If you do not submit a copy of your transcript, your application will not be considered..
A. Education. Successful completion of a master's degree (or higher) in rehabilitation counseling, rehabilitation services, clinical rehabilitation counseling, counseling psychology, mental health counseling, career counseling or social work from an accredited college or university.
AND
B. Internship or Experience Requirement. The required (1) supervised internship or (2) post-master's degree experience is described as follows:
Supervised Internship: The education in paragraph A must have included a supervised internship in rehabilitation counseling or case management specialization. The internship must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs. OR
Experience: One-year post-master's degree experience in direct delivery of professional vocational rehabilitation services to individuals with disabilities.
In additional to meeting the Individual Occupational Requirement (IOR), candidates must also meet minimum specialized experience requirements. You must have at least one year of specialized experience equivalent to at least the GS-12 grade level in Federal Service.
Specialized Experience: Specialized experience is defined as one (1) full year of performance in Veteran Readiness and Employment programs . Your resume/application must support your response. To meet the specialized experience, your resume should reflect:
A comprehension of independent living (IL) requirements;
Experience with psychological and vocational testing principles;
Experience with a broad range of vocational rehabilitation laws, regulations, rules, and policies in the realm of implementing adjudicative decisions and/or developing rehabilitation plans.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
