Duties
Directs all aspects of the Central California District prescribed fire and fuels management program including planning, implementation, coordination, and evaluation.
Develops and implements mid and long-range programs that include budgeting, managing wildfire suppression, fuels management, and prescribed fire programs.
Analyzes, evaluates, and make recommendations on all sections of the Fire Management Plan pertaining to prescribed fire and fuels treatments.
Serves as a key member of an interdisciplinary team that advises and provides technical guidance to fire management staff addressing unique fuels and fire management problems.
Plans, develops, conducts, analyzes, and evaluates data to develop prescriptions for prescribed wildland fire monitoring.
Leads the development and coordination of cooperative agreements to facilitate multi-agency projects.
Evaluates prescription treatments, monitoring methods, and new technologies and, as appropriate, makes refinements to improve the organization's effectiveness.
Plans and administers the technical and administrative aspects of prescribed fire/fuels plan, ensuring that preparation, ignition, holding, mop-up, and rehabilitation comply with standards, regulations, policies, and guidelines.
Monitors fire behavior, evaluates fire effects, identifies potential problems and utilizes this information to prioritize prescribed fire and fuels management projects.
Conducts field reconnaissance of prescribed fire/fuels treatment units, summarizes field findings and makes recommendations on appropriate prescriptive criteria for meeting land management objectives.
Participates in preparedness reviews, proficiency checks and drills, safety sessions, and after action reviews.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for complete of work.
Evaluates work performance of subordinates.

- Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.

Qualifications
Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.
This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard. This position has been categorized as a Prescribed Fire and Fuels Specialist - HIGH Complexity and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position unless stated otherwise.
To meet IFPM requirements, you must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position (currency required at time of referral):
A.) Prescribed Fire Burn Boss, Type 2 (RXB2); AND
B.) Incident Commander, Type 3 (ICT3), OR Task Force Leader (TFLD), OR Helibase Manager (HEBM)
You must meet all qualification and selective placement factor requirements by the closing date of the announcement.
This is an administrative position in an organization having a firefighting mission, and is in an established career path. Prior firefighting experience, as gained by substantial service in a primary firefighter position or equivalent experience outside the Federal government is a MANDATORY PREREQUISITE of this position.
90 Day Prior Firefighting Experience Requirement (resume must show to and from dates and a description of work performed). The Department of the Interior defines wild land firefighting experience as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wild land fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days.
Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire:
Wildfire - An unplanned ignitions or prescribed fires that are declared wildfires.
Prescribed Fire - Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.

Specialized Experience: You have one year of specialized experience equivalent to the GS-09 grade level. Examples of specialized experience include, but not limited to: assist with developing, reviewing and evaluating fire management plans for ecological soundness and consistency with land management goals and objectives; analyzing fuel loadings and determining appropriate fuel treatment methods; performing land use planning and environmental coordination to determine if resource objectives were achieved; assist with analyzing the ecological role of fire and its use and/or exclusion, and smoke management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.
Physical Demands: Work in the office is primarily sedentary. Field work does require frequent physical exertion, involving walking over rough terrain, sometimes for extended periods, and working under occasionally inclement (hot, cold, snow, wind, etc.) weather conditions. The incumbent must be in good physical condition in order to safety perform field activities. The incumbent must be able to perform duties in areas of uncontrolled wildfire where hazardous conditions exist. The incumbent must be able to fly as a passenger in helicopters and single engine fixed wing aircraft.
Work Environment: Work is performed in both an office and field setting with field work. Field work involves exposure to temperature extremes, both from weather and fire conditions where falling trees and the presence of smoke and/or dust conditions create hazardous conditions. The nature of fire management work requires that protective clothing (boots, hard hats, etc.) be worn. The incumbent must exercise a variety of safety practices and precautions for the well-being of self and of others.
