This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Supervisory IT Specialist, you will engage regularly with senior EERE and DOE leadership, particularly through the development and management of IT projects as well as efforts to assure EERE compliance with Departmental and Federal requirements related to IT system investments and use, including related cybersecurity measures.

- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
- First time supervisors will be required to serve a 1 year probationary period.
- New supervisors are required to complete 80 hours of supervisory training of which 40hours must be completed during your first year as a supervisor.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- This position has been designated as Critical-Sensitive and requires a security clearance at the High Risk - Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- Position will require occasional travel.
- This position is not included in a Bargaining Unit.
Qualifications
BASIC REQUIREMENT:
Individuals must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above, individuals must meet the specialized experience listed below:
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Partnering with the Office of the Chief Information Officer (OCIO) on issues of broad scope and complexity, such as Information Technology (IT) investments and usage, reporting and organizational compliance, and cybersecurity.
Providing oversight of the Information Technology (IT) systems usage and policies to ensure compliance.
Participating in organizational budget reviews to negotiate with vendors, partners, labs, or other government organizations to deliver capabilities in a cost-effective manner.
Developing Information Technology (IT) solutions that create operational efficiencies and increase the integrity and quality of an office's information and data management.
Performing quality control throughout the Information Technology (IT) systems project development to maintain the standards expected.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
