About the Position: Located at Aberdeen Proving Grounds, MD. Normal hours of work are anytime between 0600-1700, Monday-Friday Alternate worker schedule is available. This is not a remote position, however this position is eligible for telework. As Chief of the Budget Execution Division you will be responsible for providing the strategic direction and oversight for the Budgeting Division. Incumbent will serve as the Principal Advisor within the areas of budget execution and fiscal policy.
Duties
As Chief, Budget Execution Division (BED), supervises the performance of various budget functions to facilitate the justification and execution of all funding types in the Command.
Provides guidance, and direction to subordinate branch chiefs responsible for: Interpreting higher headquarters budget execution guidance; reviewing and analyzing budget data to create/distribute Command-wide reports.
Receives, analyzing, distributing and monitoring available funding authority at the Command level.
Provides Command-level staff coordination for execution of budgetary resources in support of Command program and mission.
Provides programming and budgeting expertise and is recognized as an expert in these functional areas when serving on Command-level boards and committees.
Presents recommendations to promote efficiency, economy and balance in the development and execution of operating funds.
Collaborates with chiefs of other units to negotiate and / or coordinate work-related efforts.
Provides leadership and coordinates the Command’s functional and management activities onmatters related to CECOM budget and execution authority.
Monitors Command program budget execution in accomplishment of established goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 3 Certified position. Incumbent is required to obtain Financial Management Level 3 certification within 24 months of occupying the position.
- This position has a Temporary Duty (TDY) or business travel requirement of up 25% of the time.
- This position is supervisory. A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

SPECIALIZED EXPERIENCE: One year of specialized experience which includes (1) Interpreting and providing higher headquarters programming and budget execution guidance; (2) Analyzing budget execution and financial trends to advise senior leadership regarding necessary resource management actions, to include corrective budgetary and/or reprogramming actions; (3) Providing leadership to a resource management team through subordinate supervisors or team leaders; and (4) Coordinating with stakeholder groups to promote sound resource management practices.
This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS-14 grade Step 1 to the highest equivalent GS-15 grade step 10 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-04 Supervisory Budget Analyst is $139,395 to $191,900 including locality at the rate of 33.26%. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.
