The primary purpose of this position is to serve as a budget analyst for the 10th Civil Engineer Squadron. Performs a wide range of budgetary and financial analytical duties in the formulation, presentation, and execution in support of assigned appropriations, program elements and special programs.
Duties
1. Leads and/or performs specialized, complex budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates and plans for assigned 10th Civil Engineer organizations programs.
2. Performs budget execution and reconciliation work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from reimbursable accounts and refunds.
3. Provides advice, assistance, and guidance on financial information.
4. Conducts analyses, reviews, and special studies of financial operations and/or related information.
5. Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.
Requirements
- Advanced degree in business administration, economics, finance, or other related field is highly desirable
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
- Must be able to obtain and maintain a Secret Security Clearance

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicant must have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes Knowledge of budgetary and financial management methods, practices, procedures, regulations, precedents, policies,
and other DoD, AF, Center, and Wing policies, which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year and no-year appropriations, apportionments, allotments, transfer of funds from other agencies, revenue from reimbursable operations, and/or refunds); budgetary and financial relationships between assigned budget(s); and budgets and programs of other agency components and organizations.

EDUCATION: Applicant must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and/or analyzing requirements of assigned financial programs; AND Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.
3. Knowledge of and skill in using cost estimating techniques and methodologies to perform studies and develop unit cost analyses.
4. Knowledge of automated data processing concepts and systems capabilities to accomplish financial, budget, programming, and funding tasks.
5. Skill in the application of analytical methods and techniques (e.g., cost-benefit analysis, amortization, depreciation, regression analysis, and pro-rating revenues and costs among customers), mathematical and statistical analyses, and various cost estimating techniques to analyze md evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.
6. Ability to gather, assemble, and analyze data to prepare budget/financial cost estimates, develop alternatives, funding requirements, and make recommendations to resolve financial/funding problems; AND Ability to communicate effectively, both orally and in writing, to justify, defend, present, advocate, and/or advise on financial processes, actions, and decisions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
