The Supervisory Accountant serves as the Chief, Accounting Section within Fiscal Service at the Dayton VA Medical Center in Dayton, Ohio. This Accountant plays an integral role in the successful management of this facility's financial position.
Duties
Major duties include but are not limited to:
Utilizes a computerized double-entry method of recording transactions in accounts that are maintained on the accrual basis.
Reviews and certifies account reconciliations, audits and regular reviews to ensure the integrity of the accounting data within the computerized systems.
Responsible for the annual completion of a rigorous program of quality assurance reviews as set forth by Veterans Health Administration (VHA).
Monitors reports generated by the FMS to identify and correct any out of balance conditions that may exist from a variety of sources.
Responsible for analyzing unique accounting procedural problems that are not covered by existing procedures and developing an appropriate method of accounting to resolve the situation.
Conducts training for both new and seasoned employees to ensure sufficient and qualified coverage for each position within the section.
Ensures that all employees in the section are kept informed of all new or revised procedures, as well as interpreting published
accounting regulations and procedures.
Provides assistance and guidance to multiple Operating Accountants, Analysts and Accounting Technicians on a daily basis for unique or irregular situations and transactions.
Responsible for coordination and implementation of the Non-healthcare Debt Program.
Provides technical guidance and assistance to the Employee Travel Unit for irregular situations and transactions to ensure travel arrangements are made for individuals in a timely manner and that travel orders and claims are prepared and processed in accordance with manual regulations.
Serves as a point of reference for the section in the handling of problems by providing solutions derived from interpretation and direct application of established accounting principles, theories, concepts and practices. The incumbent provides analysis and technical expertise for all accounting matters to the Chief Fiscal Officer, Assistant CFO and the facility's executive leadership.
Manage the time and attendance for all subordinate staff to ensure coverage is appropriate for all units of the Accounting Section.
Provide supervision of and guidance to the varied staff through individualized coaching sessions, collaborative problem-solving sessions, and impromptu discussions regarding training opportunities and career paths and goals.
Conducts interviews to select staff that fit with the vision and mission of the organization.
Prepares position descriptions and performance measures for all subordinate staff and appraises their level of achievement annually.
Responsible for the completion of miscellaneous or special assignments from management.
Relocation Incentive: May be available for this position, up to 15%
Work Schedule: 8:00 am to 4:30 pm, Monday to Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Expertise in electronic accounting information systems such as VISTA, FMS, VPFS, IPPS, CCS and CGE Concur.
Exercise superior abilities in the analysis of accounting issues and problems.
Train new and seasoned staff to cover daily operations in anticipation of leave and vacancies.
Provide guidance and assistance to staff to resolve complex problems, interpret guidance or address technical issues.
Provide explanations to leadership regarding operations or findings in specific accounting scenarios. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR,
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements
