You will serve as a FINANCIAL MANAGEMENT ANALYST at the EXECUTIVE STAFF DEPARTMENT (N01), in the FINANCIAL DIVISION (N00FD) of COMMANDER UNDERSEA SURVEILLANCE.
Duties
You will perform functions such as, formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will review and evaluate budget requests, control, and reporting of obligations and expenditures.
You will be assigned a variety of other fiscal, accounting, or financial management duties and responsibilities.
You will analyze and recommend costs and benefits of alternative methods of financial management of an organization’s programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support an organization’s programs and
activities.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR THE GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector: utilizing automated financial management systems to analyze and forecast the management and control of resources or funds (e.g., payroll, cash control, or benefit systems), applying knowledge of budgetary policies, precedents, regulations, and guidelines to perform budget administration functions (e.g., financial oversight, budget formulation, budget execution).
FOR THE GS-09:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector: utilizing automated financial management systems and knowledge of budgetary policies, precedents, regulations, and guidelines to evaluate budget requests, create reports on obligations and expenditures, and compile and summarize quantitative data for use by others.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR THE GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree;

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree;
~OR~
Successful completion of an LL.M., if related
FOR THE GS-09:
Successful completion of a master's or equivalent graduate degree;
~OR~
Successful completion of 2 full years of progressively higher level graduate education leading to such a degree;
~OR~
Successful completion of an LL.B. or J.D., if related
